         Senator Horn asked and received unanimous consent that House File
    2421 and Senate Concurrent Resolution 117 be immediately messaged to the
    House.



                             HOUSE MESSAGES RECEIVED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on April 15, 1996, amended and passed the following bills in
    which the concurrence of the Senate is asked:

         Senate File 2168, a bill for  an act updating the Iowa Code
    references to the Internal Revenue Code and providing a retroactive
    applicability date and an effective date (S-5769).

         Senate File 2351, a bill for  an act relating to department of
    economic development programs, including the workforce development fund
    program and the Iowa small business new jobs training Act, providing a
    supplemental new jobs credit from withholding, establishing a rural
    microbusiness assistance program, increasing the funds available for the
    value-added agricultural products and processes program, making an
