    Final Vote: Ayes, 14: Murphy, Boswell, Lind,  Bisignano, Dvorsky, Flynn,
    Fraise, Gronstal, Halvorson, Husak, Judge, Kibbie, Kramer and Vilsack.
    Nays, 6: Banks, Bartz, Black, Douglas, Iverson and Neuhauser. Absent or
    not voting, 5: Borlaug, Hammond, McLaren, Rensink and Tinsman.
