1 1 Section 1. Section 483A.7, Code 1995, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 4. The director shall reserve ten
1 4 nonresident wild turkey hunting licenses for allocation as
1 5 approved by a majority of a committee consisting of the
1 6 president of the senate, speaker of the house of
1 7 representatives, and director of the department of economic
1 8 development, or their designees. The licenses reserved
1 9 pursuant to this subsection shall be in addition to the number
1 10 of nonresident licenses authorized pursuant to subsection 3.
1 11 The purpose of the special nonresident licenses is to allow
1 12 state officials to promote the state and its natural resources
1 13 to nonresident guests and dignitaries. The nonresident
1 14 licenses shall be issued without application upon payment of
1 15 the nonresident wild turkey license fee and the wildlife
1 16 habitat stamp fee and the licenses are valid in all zones open
1 17 to wild turkey hunting. The hunter safety and ethics
1 18 education certification requirement pursuant to section
1 19 483A.27 is waived for a nonresident issued a license pursuant
1 20 to this subsection. Except as otherwise provided in this
1 21 subsection, the nonresident wild turkey hunting licenses are
1 22 issued subject to all other provisions of the laws and rules
1 23 pertaining to the taking of wild turkey.
1 24 Sec. 2. Section 483A.8, Code 1995, is amended by adding
1 25 the following new subsection:

1 28 by a majority of a committee consisting of the president of
1 29 the senate, speaker of the house of representatives, and
1 30 director of the department of economic development, or their
1 31 designees. The licenses reserved pursuant to this subsection
1 32 shall be in addition to the number of nonresident licenses
1 33 authorized pursuant to subsection 3. The purpose of the
1 34 special nonresident licenses is to allow state officials to
1 35 promote the state and its natural resources to nonresident
2 1 guests and dignitaries. The nonresident licenses shall be
2 2 issued without application upon payment of the nonresident
2 3 deer hunting license fee and the wildlife habitat stamp fee
2 4 and the licenses are valid in all zones open to deer hunting.
2 5 The hunter safety and ethics education certification
2 6 requirement pursuant to section 483A.27 is waived for a

2 8 Except as otherwise provided in this subsection, the
2 9 nonresident wild turkey hunting licenses are issued subject to
