  1  1    Section 1.  Section 546.2, subsection 2, Code 1995, is
  1  2 amended to read as follows:
  1  3    2.  The chief administrative officer of the department is
  1  4 the director.  The director shall be appointed annually by the
  1  5 governor from among those individuals who serve as heads of
  1  6 the divisions within the department.  The appointment shall
  1  7 rotate among the division heads such that the division head of
  1  8 any one division shall not be appointed to be the director for
  1  9 a second year until such time as each division head has served
  1 10 as the director.  A division head appointed to be the director
  1 11 shall fulfill the responsibilities and duties of the director
  1 12 in addition to the individual's responsibilities and duties as
  1 13 the head of a division.  However, the administrator of the
  1 14 alcoholic beverages division shall serve as director until
  1 15 June 30, 1995. The director shall serve at the pleasure of the
  1 16 governor.  
  1 17                           EXPLANATION
  1 18    This bill provides that the governor shall appoint the
  1 19 director of the department of commerce from among those
  1 20 individuals who serve as heads of the divisions within the
  1 21 department.  The director is to serve at the pleasure of the
  1 22 governor and is subject to reconfirmation after serving four
  1 23 years under Code section 2.32, subsection 8.
  1 24    Currently, the director is to be appointed annually by the
  1 25 governor from among those individuals who serve as heads of
  1 26 the divisions within the department.  The appointment is to
  1 27 rotate among the division heads so that the division head of
  1 28 any one division shall not be appointed to be the director for
  1 29 a second year until each division head has served as the
  1 30 director.  A division head appointed to be the director is to
  1 31 fulfill the responsibilities and duties of the director in
  1 32 addition to the individual's responsibilities and duties as
  1 33 the head of a division.
