3individuals claiming unemployment insurance benefits.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 96.4, subsection 6, paragraph a, Code
22018, is amended to read as follows:
   3a.  An otherwise eligible individual shall not be denied
4benefits for any week because the individual is in training
5with the approval of the director, nor shall the individual
6be denied benefits with respect to any week in which the
7individual is in training with the approval of the director by
8reason of the application of the provision in subsection 3 of
9this section relating to availability for work, and an active
10search for work or the provision of section 96.5, subsection
113, relating to failure to apply for or a refusal to accept
12suitable work. However, an employer’s account shall not be
13charged with benefits so paid. Eligible programs for such
14training shall include but not be limited to apprenticeship
15programs registered with the United States department of labor,
16office of apprenticeship.

17EXPLANATION
18The inclusion of this explanation does not constitute agreement with
19the explanation’s substance by the members of the general assembly.
   20This bill provides that eligible programs for training
21approved by the director of the department of workforce
22development for individuals claiming unemployment insurance
23benefits shall include but are not limited to apprenticeship
24programs registered with the United States department of labor,
25office of apprenticeship.
