4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. DEPARTMENT OF HUMAN SERVICES — MANDATORY
2REPORTER TRAINING AND CERTIFICATION WORKGROUP. The department
3of human services, in cooperation with the departments of
4education and public health, shall facilitate a study by a
5workgroup of stakeholders to make recommendations relating
6to mandatory child abuse and mandatory dependent adult
7abuse reporter training and certification requirements. The
8workgroup shall develop interdepartmental strategies for
9improving mandatory child abuse and mandatory dependent
10adult abuse reporter training and certification requirements.
11The workgroup shall consist of representatives from the
12departments of human services, education, and public health,
13and other experts the department of human services deems
14necessary. The workgroup shall submit a report on the study
15with recommendations, including but not limited to strategies
16developed and other proposed improvements, to the governor and
17the general assembly on or before December 14, 2018.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
21This bill requires the department of human services to
22facilitate a study by a workgroup, in cooperation with the
23departments of education and public health, related to
24mandatory child abuse and mandatory dependent adult abuse
25reporter training and certification requirements. The bill
26provides that the workgroup shall consist of representatives
27from the departments of human services, education, and public
28health and other experts the department of human services
29deems necessary. The workgroup is required to develop
30interdepartmental strategies for improving mandatory child
31abuse and mandatory dependent adult abuse reporter training
32and certification requirements and submit a report with
33recommendations to the governor and the general assembly on or
34before December 14, 2018.
