CHAPTER 24PUBLIC ASSISTANCE PROGRAMS — OVERSIGHTH.F. 531AN ACT relating to oversight of public assistance programs, and including effective date provisions. Be It Enacted by the General Assembly of the State of Iowa:   Section 1.   MEDICAID PROGRAM ASSET, INCOME, AND IDENTITY VERIFICATION.  By December 15, 2017, the department of human services shall report to the governor and the general assembly regarding progress on contracting with a third-party vendor to establish an electronic asset, income, and identity eligibility verification system for the purposes of determining or redetermining the eligibility of an individual who is an applicant for or recipient of medical assistance under the Medicaid state plan on the basis of being aged, blind, or disabled in accordance with 42 U.S.C. §1396w.   Sec. 2.   PUBLIC ASSISTANCE PROGRAMS OVERSIGHT DIRECTIVES TO DEPARTMENT OF HUMAN SERVICES.   1.  The department of human services shall review state efforts, including pilot programs related to data sharing between states and technology-based solutions designed to curb interstate dual participation, to address program integrity for public assistance programs including Medicaid, the family investment program (FIP), the supplemental nutrition assistance program (SNAP), and the child care assistance program. As part of the review, the department shall explore opportunities to join existing pilot efforts in collaboration with other statesSee chapter 174, §83 herein or to develop a separate pilot effort in Iowa.   2.  By December 15, 2017, the department shall report to the governor and the general assembly the process used in reviewing state efforts including pilot programs, the findings from the review including the effectiveness and return on investment of pilot programs and other efforts reviewed, and recommendations for potential opportunities to improve program integrity in Iowa.   Sec. 3.   EFFECTIVE UPON ENACTMENT.  This Act, being deemed of immediate importance, takes effect upon enactment.Approved March 30, 2017
