3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, unnumbered
2paragraph 1, Code 2017, is amended to read as follows:
  3Shared operational functions — increased student
4opportunities — budget years beginning in 2014 through 2019.
5   Sec. 2.  Section 257.11, subsection 5, paragraphs c and d,
6Code 2017, are amended to read as follows:
   7c.  Supplementary weighting pursuant to this subsection
8shall be available to a school district for a maximum of
9five years during the period commencing with
the budget year
10beginning July 1, 2014, through the budget year beginning
11July 1, 2019
 and succeeding budget years. The maximum amount
12of additional weighting for which a school district shall be
13eligible in a budget year is twenty-one additional pupils.
14Criteria for determining the qualification of operational
15functions for supplementary weighting shall be determined by
16the department by rule, through consideration of increased
17student opportunities.
   18d.  Supplementary weighting pursuant to this subsection
19shall be available to an area education agency for a maximum of
20five years during the period commencing with
the budget year
21beginning July 1, 2014, through the budget year beginning July
221, 2019
 and succeeding budget years. The minimum amount of
23additional funding for which an area education agency shall
24be eligible in a budget year is thirty thousand dollars, and
25the maximum amount of additional funding for which an area
26education agency shall be eligible is two hundred thousand
27dollars. The department of management shall annually set
28a weighting for each area education agency to generate the
29approved operational sharing expense using the area education
30agency’s special education cost per pupil amount and foundation
31level. Criteria for determining the qualification of
32operational functions for supplementary weighting shall be
33determined by the department by rule, through consideration of
34increased student opportunities.
35   Sec. 3.  Section 257.11, subsection 5, paragraph e, Code
-1-12017, is amended by striking the paragraph.
2EXPLANATION
3The inclusion of this explanation does not constitute agreement with
4the explanation’s substance by the members of the general assembly.
   5Code section 257.11(5) provides supplementary weighting
6for school districts and area education agencies that share
7operational functions. A district that shares with a political
8subdivision one or more operational functions of a curriculum
9director or school counselor, or one or more operational
10functions in the areas of superintendent management, business
11management, human resources, transportation, or operation and
12maintenance for at least 20 percent of the school year is
13assigned a supplementary weighting for each shared operational
14function. Supplementary weighting under this provision is
15available for a maximum of five school budget years beginning
16July 1, 2014, through the budget year beginning July 1, 2019.
   17This bill strikes the provisions limiting the number of
18years for which the supplemental weighting may be claimed
19and the provisions establishing the period of school budget
20years during which the supplementary weighting may be claimed,
21including the future repeal of such provisions.
