3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 261.12, subsection 1, Code 2017, is
2amended to read as follows:
   31.  The amount of a tuition grant to a qualified full-time
4student for the fall and spring semesters, or the trimester
5equivalent, shall be the amount of the student’s financial need
6for that period. However, a tuition grant shall
not exceed the
7lesser of:
   8a.  The total average resident tuition and mandatory fees
9for that student for two semesters or the trimester or quarter
10equivalent, less the base amount determined annually by the
11college student aid commission, which base amount shall be
12within ten dollars of the average tuition
for two semesters or
13the trimester equivalent of undergraduate study at the state
14universities under
institutions of higher learning governed by
15 the state board of regents, but in any event the base amount
16shall not be less than four hundred dollars; or

   17b.  For the fiscal year beginning July 1, 2015, and for each
18succeeding fiscal year, six thousand dollars
.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
   22This bill relates to the amount of an Iowa tuition grant
23that may be awarded by the college student aid commission to a
24qualified student enrolled full-time at an accredited private
25institution. “Qualified student” is defined in current law as
26a resident student who has established financial need and who
27is making satisfactory progress toward graduation.
   28Currently, the amount of a tuition grant to a full-time
29student is limited to the least of the student’s financial
30need, $6,000, or the total tuition and mandatory fees for
31that student for two semesters, or the trimester or quarter
32equivalent, less the base amount, which is approximately the
33average tuition for two semesters at the regents universities
34but in any event not less than $400. The bill eliminates
35the $6,000 limitation and establishes that the total amount
-1-1of tuition grant to a full-time student shall not exceed the
2total average resident tuition and mandatory fees at a regents
3university.
