3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 22.7, Code 2017, is amended by adding the
2following new subsection:
3 NEW SUBSECTION. 70. Personal information in records of
4government bodies relating to an identified or identifiable
5individual who is a volunteer for a government body except as
6otherwise provided by law. For purposes of this subsection,
7“volunteer” means an individual who is not an employee of the
8government body as employee is defined in section 91A.2.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
12This bill amends Code chapter 22 governing open records.
13Code section 22.7 is amended to provide that personal
14information in records of government bodies relating to a
15volunteer for a government body is considered a confidential
16record unless otherwise provided by law. The bill defines a
17“volunteer” as an individual who is not an employee of the
18government body as that term is defined in Code section 91A.2
19governing wage payment collection.
