2traffic.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321.257, subsection 2, paragraph a, Code
22017, is amended to read as follows:
   3a.  A “steady circular red” light means vehicular traffic
4shall stop. Vehicular traffic shall remain standing until
5a signal to proceed is shown or vehicular traffic, unless
6prohibited by a sign, may cautiously enter the intersection to
7make a right turn from the right lane of traffic or another
8lane designated for right turns,
or a left turn from a one-way
9street to a one-way street from the left lane of traffic on a
10one-way street onto the leftmost lane of traffic on a one-way
11street
 or another lane designated for left turns. Turns made
12under this paragraph shall be made in a manner that does not
13interfere with other vehicular or pedestrian traffic lawfully
14using the intersection. Pedestrian traffic facing a steady
15circular red light shall not enter the roadway unless the
16pedestrian can safely cross the roadway without interfering
17with any vehicular traffic.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21Vehicular traffic is currently allowed to make a right turn
22from the right lane of traffic against a red light, or a left
23turn from the left lane of traffic on a one-way street to the
24leftmost lane of traffic on another one-way street against a
25red light. This bill alters that provision to allow a right
26turn from another lane designated for right turns, or a left
27turn from another lane designated for left turns on a one-way
28street. The bill also strikes the requirement that vehicular
29traffic turning left against a red light on a one-way street
30must turn into the leftmost lane of the other one-way street.
