3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 256.7, Code 2017, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  33.  a.  For purposes of this subsection:
   4(1)  “Postvention” means the same as defined in section
5279.70.
   6(2)  “Trauma-informed care” means the same as defined in
7section 279.70.
   8b.  Adopt rules to require school districts to adopt
9protocols for suicide prevention and postvention and
10trauma-informed care. The protocols shall be based on
11nationally recognized best practices.
12   Sec. 2.  NEW SECTION.  279.70  Suicide prevention and
13trauma-informed care training.
   141.  For purposes of this section, unless the context
15otherwise requires:
   16a.  “Postvention” means the provision of crisis intervention,
17support, and assistance for those affected by a suicide or
18suicide attempt to prevent further risk of suicide.
   19b.  “Trauma-informed care” means services that are based
20on an understanding of the vulnerabilities and triggers of
21individuals who have experienced trauma, recognize the role
22trauma has played in the lives of those individuals, recognize
23the presence and onset of trauma symptoms, are supportive of
24trauma recovery, and avoid further traumatization.
   252.  By July 1, 2018, the board of directors of a school
26district shall integrate biennial, evidence-based training on
27suicide prevention and postvention for all school personnel
28who hold a license, certificate, authorization, or statement
29of recognition issued by the board of educational examiners
30and who have regular contact with students in grades six
31through twelve into the school district’s comprehensive
32school improvement plan submitted pursuant to section 256.7,
33subsection 21. The content of the training shall be based on
34nationally recognized best practices.
   353.  By July 1, 2018, the board of directors of a school
-1-1district shall integrate biennial, evidence-based training
2on trauma-informed care for all school personnel who hold
3a license, certificate, authorization, or statement of
4recognition issued by the board of educational examiners
5and who have regular contact with students in kindergarten
6through grade twelve into the school district’s comprehensive
7school improvement plan submitted pursuant to section 256.7,
8subsection 21. The content of the training shall be based on
9nationally recognized best practices.
10   Sec. 3.  ADMINISTRATIVE RULES.  The state board of education
11shall submit a notice of intended action to the administrative
12rules coordinator and the administrative code editor pursuant
13to section 17A.4, subsection 1, not later than December 13,
142017, for the adoption of rules required by section 256.7,
15subsection 33, as enacted by this Act. The board shall adopt
16such rules not later than July 1, 2018.
17   Sec. 4.  IMPLEMENTATION OF ACT.  Section 25B.2, subsection
183, shall not apply to this Act.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
   22This bill requires the board of directors of a school
23district to integrate biennial, evidence-based training on
24suicide prevention for all school personnel who hold a license,
25certificate, authorization, or statement of recognition
26issued by the board of educational examiners and who have
27regular contact with students in grades 6 through 12 into the
28school district’s comprehensive school improvement plan by
29July 1, 2018. The content of the training shall be based on
30nationally recognized best practices. The bill provides a
31similar requirement for training on trauma-informed care for
32school personnel who have regular contact with students in
33kindergarten through grade 12.
   34The bill requires the department of education to adopt rules
35to require school districts to adopt protocols for suicide
-2-1prevention and postvention and trauma-informed care based on
2nationally recognized best practices. The bill requires the
3board to submit a notice of intended action to begin such
4rulemaking no later than December 13, 2017, and to adopt such
5rules not later than July 1, 2018.
   6The bill defines “trauma-informed care” as services that are
7based on an understanding of the vulnerabilities and triggers
8of individuals who have experienced trauma, recognize the role
9trauma has played in the lives of those individuals, recognize
10the presence and onset of trauma symptoms, are supportive of
11trauma recovery, and avoid further traumatization. The bill
12defines “postvention” as the provision of crisis intervention,
13support, and assistance for those affected by a suicide or
14suicide attempt to prevent further risk of suicide.
   15The bill may include a state mandate as defined in Code
16section 25B.3. The bill makes inapplicable Code section 25B.2,
17subsection 3, which would relieve a political subdivision from
18complying with a state mandate if funding for the cost of
19the state mandate is not provided or specified. Therefore,
20political subdivisions are required to comply with any state
21mandate included in the bill.
