Amend the amendment, S-3028, to Senate File 213, as
follows:
   1.  Page 2, after line 32 by inserting:

   <Sec. ___.  PUBLIC EMPLOYEE COLLECTIVE BARGAINING
STUDY COMMITTEE.
   1.  The public employment relations board shall
establish a public employee collective bargaining study
committee. The study committee shall conduct a study
on the effectiveness and efficiency of the collective
bargaining process under chapter 20 and the impact of
the collective bargaining process on the delivery of
high-quality, cost-effective public services and the
maintenance of a high-skilled public sector workforce
in this state.
   2.  The public employment relations board shall
select members of the public employee collective
bargaining study committee which shall consist of the
following members:
   a.  A representative of the state.
   b.  A representative of the state board of regents.
   c.  A representative of a community college.
   d.  A representative of a county.
   e.  A representative of a city.
   f.  A representative of a school district.
   g.  A representative of the largest statewide
employee organization representing state employees.
   h.  A representative of the largest employee
organization that represents school district employees.
   i.  A representative of an employee organization
representing police officers.
   j.  A representative of an employee organization
representing fire fighters.
   3.  The public employment relations board shall
submit a report to the general assembly on or before
January 16, 2018, regarding the study committee’s
findings and recommendations, including data supporting
such findings and recommendations and any proposed
legislation, concerning public employee collective
bargaining.>
