3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321.178, subsection 1, Code 2017, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  f.  For students with a physical or mental
4disability, laboratory instruction consisting of street
5or highway driving shall be limited to a maximum of thirty
6minutes per student per session and a maximum of sixty minutes
7per student per week, unless additional time is necessary
8to make up instruction time missed due to a course absence
9or cancellation. If at least one student participating in
10laboratory instruction consisting of street or highway driving
11has a physical or mental disability, no more than two students
12shall be scheduled for the laboratory instruction to ensure
13that appropriate observation time is experienced and to limit
14driver distraction from passengers.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill requires, for students with a physical or mental
19disability, the component of driver education courses involving
20laboratory instruction consisting of street or highway driving
21to be limited to a maximum of 30 minutes per student per
22session and a maximum of 60 minutes per student per week,
23unless additional time is necessary to make up instruction
24time missed due to a course absence or cancellation. The bill
25also provides that if at least one student participating in
26laboratory instruction consisting of street or highway driving
27has a physical or mental disability, no more than two students
28shall be scheduled for the laboratory instruction to ensure
29that appropriate observation time is experienced and to limit
30driver distraction from passengers.
