2members and full-time employees of the general assembly and
3including effective date and applicability provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 2.40, subsection 1, paragraph a,
2subparagraphs (1) and (2), Code 2017, are amended to read as
3follows:
   4(1)  The member shall be eligible for all state group
5insurance plans on the basis of enrollment rules established
6for the largest number of full-time state employees of the
7executive branch, other than employees of the state board
8of regents, that are
excluded from collective bargaining as
9provided in chapter 20.
   10(2)  The member shall pay that portion of the total premium
11for the plan selected on the same basis as a paid by the largest
12number of
full-time state employee employees of the executive
13branch, other than employees of the state board of regents,
14that are
excluded from collective bargaining as provided in
15chapter 20.
16   Sec. 2.  Section 2.40, subsection 1, paragraph a,
17subparagraph (4), Code 2017, is amended by striking the
18subparagraph.
19   Sec. 3.  Section 2.40, Code 2017, is amended by adding the
20following new subsection:
21   NEW SUBSECTION.  3.  A full-time employee of the general
22assembly may elect to become a member of a state group
23insurance plan for employees of the state established under
24chapter 509A subject to the following conditions:
   25a.  The full-time employee shall be eligible for all
26state group insurance plans on the basis of enrollment rules
27established for the largest number of full-time state employees
28of the executive branch, other than employees of the state
29board of regents, that are excluded from collective bargaining
30as provided in chapter 20 and shall have the same rights
31to change programs or coverage as are afforded such state
32employees.
   33b.  The full-time employee shall pay that portion of the
34total premium for the plan selected on the same basis as paid
35by the largest number of full-time state employees of the
-1-1executive branch, other than employees of the state board
2of regents, that are excluded from collective bargaining as
3provided in chapter 20.
   4c.  A member of a state group insurance plan pursuant to this
5subsection shall have the same rights upon final termination
6of employment as are afforded the largest number of full-time
7state employees, other than employees of the state board of
8regents, that are excluded from collective bargaining as
9provided in chapter 20.
10   Sec. 4.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
11immediate importance, takes effect upon enactment.
12   Sec. 5.  APPLICABILITY.  This Act applies to a member of
13the general assembly or a full-time employee of the general
14assembly electing to become or to continue as a member of a
15state group insurance plan established anew under chapter 509A
16that becomes effective on or after the effective date of this
17Act.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill concerns membership in state insurance plans by
22members and full-time employees of the general assembly.
   23The bill provides that members of the general assembly who
24become a member of the state group insurance plan for employees
25of the state established under Code chapter 509A shall be
26eligible under the same enrollment rules established for the
27largest number of noncontract full-time state employees of the
28executive branch that are not employees of the state board of
29regents and shall pay that portion of the total premium for the
30plan selected on the same basis as paid by the largest number
31of noncontract full-time state employees of the executive
32branch that are not employees of the state board of regents.
33The bill strikes language relating to premium rates in Code
34section 2.40(1)(a)(4).
   35The bill also provides that a full-time employee of the
-2-1general assembly may elect to become a member of a state group
2insurance plan for employees of the state established under
3Code chapter 509A under the same enrollment rules established
4for the largest number of noncontract full-time state employees
5of the executive branch that are not employees of the state
6board of regents. The bill further provides that if the
7full-time employee becomes a member of a state group insurance
8plan, the employee shall pay that portion of the total premium
9for the plan selected on the same basis as paid by the largest
10number of noncontract full-time state employees of the
11executive branch that are not employees of the state board of
12regents.
   13The bill takes effect upon enactment and is made applicable
14to a member of the general assembly or full-time employee of
15the general assembly electing to become or to continue as a
16member of a state group insurance plan that becomes effective
17on or after the effective date of the bill.
