Senate Resolution 8 - Introduced

An Act 1recognizing February 8, 2017, as National
2Boy Scout Day.
3WHEREAS, in 1908, British retired General Lord
4Robert Stephenson Smyth Baden-Powell established the
5Boy Scout movement in Great Britain;and
6WHEREAS, the Boy Scouts of America was founded
7in Washington, D.C., on February 8, 1910, by Chicago
8publisher William D. Boyce after the “Unknown Scout”
9aided Mr.Boyce through a dense London fog and refused
10a tip for the assistance;and
11WHEREAS, legislation establishing the federal
12charter of the Boy Scouts of America was signed into
13law by President Woodrow Wilson on June 15, 1916;and
14WHEREAS, the Buffalo Bill Council of the Boy Scouts
15of America and the Sac-Fox Council of the Boy Scouts of
16America merged in 1967, creating the Illowa Council of
17the Boy Scouts of America, headquartered in Davenport,
18Iowa;and
19WHEREAS, the Illowa Council serves Cedar, Clinton,
20Jackson, Muscatine, and Scott counties in Iowa and
21eight counties in western Illinois;and
22WHEREAS, the Illowa Council continues to prepare
23young people to make ethical and moral choices by
24teaching them the values of the Scout Oath and Scout
25Law;and
26WHEREAS, the Illowa Council has over 6,000
27registered youth members that it serves in its
28Scouting programs and over 2,000 registered adult

2WHEREAS, the Illowa Council of the Boy Scouts of
3America operates four main Scouting programs: Cub
4Scouts, a traditional Scouting program for elementary
5school age boys; Boy Scouts, a traditional Scouting
6program for middle school and high school age boys;
7Venturing, a high-adventure based leadership program
8for young men and women ages 13 through 20; and
9Exploring, a career-development program for young men
10and women ages 14 through 20;and
11WHEREAS, both adult and youth members strive to
12fulfill the Scout Motto of “Be Prepared” and the Scout
13Slogan of “Do a Good Turn Daily”;and
14WHEREAS, the members of the Illowa Council
15provide more than 8,000 hours of community service
16annually;NOW THEREFORE,
      17BE IT RESOLVED BY THE SENATE, That the Senate
18encourages the Illowa Council of the Boy Scouts of
19America to continue promoting community service and
20leadership development, encourages the Boy Scouts to
21continue to emphasize character building, responsible
22citizenship, and outdoor stewardship, and applauds the
23Illowa Council for instilling the values of the Scout
24Oath and the Scout Law in young Americans; and
   25BE IT FURTHER RESOLVED, That the Senate recognizes
26February 8, 2017, as National Boy Scout Day, to be
27acknowledged by all citizens of the state.
