5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 8D.2, subsection 6, Code 2017, is amended
2to read as follows:
36. “State communications” refers to the transmission of
4voice, data, video, the written word, or other visual signals
5by electronic means but does not include radio and television
6facilities and other educational telecommunications systems and
7services including narrowcast and broadcast systems under the
8public broadcasting division of the department of education, or
9the department of transportation distributed data processing
10and mobile radio network, or law enforcement communications
11systems.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
15This bill modifies the definition of “state communications”
16for purposes of the Iowa communications network (ICN) described
17in Code chapter 8D.
18Currently, certain communications systems and facilities
19of the department of education public broadcasting division
20and of the department of transportation, and law enforcement
21communications systems are specifically excluded from the
22definition of “state communications” included within the
23scope of the ICN. The bill modifies this definition by
24removing the language specifically excluding the department of
25transportation's mobile radio initiatives and law enforcement
26communications systems.
