3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 481A.48, Code 2017, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 6. The commission shall adopt rules
4pursuant to chapter 17A allowing the use of straight wall
5cartridge rifles to hunt deer as follows:
6a. A straight wall cartridge rifle may be used to hunt deer
7during any established firearm deer hunting season except early
8muzzleloader season by a person who has a valid deer hunting
9license and is otherwise qualified to hunt.
10b. A straight wall cartridge rifle that is allowed pursuant
11to this subsection shall be of the same caliber and use the
12same straight wall ammunition as is allowed for use in a pistol
13or revolver for hunting deer as provided in subsection 5.
14In addition, the commission shall provide, by rule, for the
15use of straight wall ammunition under this subsection that
16meets ballistics specifications similar to the requirements
17for straight wall ammunition allowed for use in a pistol or
18revolver for hunting deer as provided in subsection 5.
19c. A person possessing a prohibited rifle while hunting deer
20commits a scheduled violation under section 805.8B, subsection
213, paragraph “h”, subparagraph (6).
22 Sec. 2. Section 805.8B, subsection 3, paragraph h, Code
232017, is amended by adding the following new subparagraph:
24 NEW SUBPARAGRAPH. (6) Possession of a prohibited rifle
25while hunting deer, the scheduled fine is one hundred dollars.
26EXPLANATION
27The inclusion of this explanation does not constitute agreement with
28the explanation’s substance by the members of the general assembly.
29This bill requires the natural resource commission to adopt
30rules allowing the use of straight wall cartridge rifles to
31hunt deer during any established firearm deer hunting season
32except early muzzleloader season. The straight wall cartridge
33rifles allowed must be of the same caliber and use the same
34straight wall ammunition as is allowed for use in a pistol
35or revolver for hunting deer. In addition, the commission

2ammunition in a straight wall cartridge rifle that meets
3ballistics specifications similar to the requirements for
4straight wall ammunition allowed for use in a pistol or
5revolver for hunting deer.
6A violation of the bill’s provisions is punishable with a
7scheduled fine of $100.
