3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 313.4, subsection 1, Code 2017, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  c.  The commission may, after consultation
4with stakeholders including regional planning affiliations,
5metropolitan planning organizations, the Iowa state association
6of counties, and the Iowa league of cities, periodically
7allocate moneys from the fund for the establishment,
8construction, and maintenance of the secondary road system and
9the municipal street system in exchange for retaining all or
10a portion of federal aid road funds that would otherwise be
11allocated to counties and cities.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15Under current law, moneys in the primary road fund (PRF)
16are appropriated for the establishment, construction, and
17maintenance of the primary road system, including the drainage,
18grading, surfacing, and construction of bridges and culverts;
19the elimination or improvement of railroad crossings; the
20acquiring of additional right-of-way; all other expenses
21incurred in the construction and maintenance of the primary
22road system; and the maintenance and housing of the department
23of transportation.
   24This bill allows the state transportation commission,
25after consultation with stakeholders including regional
26planning affiliations, metropolitan planning organizations,
27the Iowa state association of counties, and the Iowa league of
28cities, to periodically allocate moneys from the PRF for the
29establishment, construction, and maintenance of the secondary
30road system and the municipal street system in exchange for
31retaining all or a portion of federal aid road funds that would
32otherwise be allocated to counties and cities.
