5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  UNINTENDED DEATH OF A CHILD BURIAL EXPENSES —
2LOW-INCOME FAMILIES — APPROPRIATION.
  There is appropriated
3from the general fund of the state to the department of public
4health for the fiscal year beginning July 1, 2017, and ending
5June 30, 2018, the following amount, or so much thereof as is
6necessary for the purpose designated:
   7For continuation of the program to assist parents,
8guardians, and custodians with costs resulting from the
9unintended death of a child in accordance with 2014 Iowa
10Acts, ch.1140, section 22, subsection 12. Notwithstanding
11section 8.33, moneys appropriated in this section that remain
12unencumbered or unobligated at the close of the fiscal year
13shall not revert but shall remain available for expenditure for
14the purpose designated until expended:

16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill appropriates $200,000 from the general fund of
20the state to the department of public health for FY 2017-2018
21to continue the program established in the 2014 Iowa Acts, to
22assist parents, guardians, and custodians, with incomes less
23than 145 percent of the federal poverty level, with funeral,
24burial or cremation, cemetery, or grave marker costs resulting
25from the unintended death of a child. The maximum amount
26of the assistance provided is $2,000. As with the existing
27program, moneys that remain unencumbered or unobligated at the
28close of the fiscal year shall not revert but shall remain
29available for expenditure for the purpose designated until
30expended.
