2DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP
3GENERAL FUND APPROPRIATIONS
4   Section 1.  GENERAL FUND — DEPARTMENT.
   51.  There is appropriated from the general fund of the state
6to the department of agriculture and land stewardship for the
7fiscal year beginning July 1, 2024, and ending June 30, 2025,
8the following amount, or so much thereof as is necessary, to be
9used for the purposes designated:
   10For purposes of supporting the department, including its
11divisions, for administration, regulation, and programs; for
12salaries, support, maintenance, and miscellaneous purposes; and
13for not more than the following full-time equivalent positions:

   162.  Of the amount appropriated in subsection 1, the following
17amount is transferred to Iowa state university of science and
18technology, to be used for the university’s midwest grape and
19wine industry institute:

22department shall use $250,000 for purposes of administering
23and supporting additional meat and poultry inspectors and fuel
24inspectors.
   254.  The department shall submit a report each quarter of
26the fiscal year to the general assembly and the department
27of management. The report shall describe in detail the
28expenditure of moneys appropriated in this section to support
29the department’s administration, regulation, and programs.
30DESIGNATED Appropriations From MISCELLANEOUS FUNDS
31   Sec. 2.  UNCLAIMED PARI-MUTUEL WAGERING WINNINGS —
32HORSE AND DOG RACING.
  There is appropriated from the moneys
33available under section 99D.13 to the department of agriculture
34and land stewardship for the fiscal year beginning July 1,
352024, and ending June 30, 2025, the following amount, or so
-1-1much thereof as is necessary, to be used for the purposes
2designated:
   3For purposes of supporting the department’s administration
4and enforcement of horse and dog racing law pursuant to section
599D.22, including for salaries, support, maintenance, and
6miscellaneous purposes:

8   Sec. 3.  RENEWABLE FUEL INFRASTRUCTURE FUND — MOTOR
9FUEL INSPECTION.
  There is appropriated from the renewable
10fuel infrastructure fund created in section 159A.16 to the
11department of agriculture and land stewardship for the fiscal
12year beginning July 1, 2024, and ending June 30, 2025, the
13following amount, or so much thereof as is necessary, to be
14used for the purposes designated:
   15For purposes of the inspection of motor fuel, including
16salaries, support, maintenance, and miscellaneous purposes:

18SPECIAL General FUND APPROPRIATIONS
19   Sec. 4.  SPECIAL APPROPRIATIONS FROM GENERAL FUND TO
20DEPARTMENT.
  There is appropriated from the general fund of the
21state to the department of agriculture and land stewardship
22for the fiscal year beginning July 1, 2024, and ending June
2330, 2025, the following amounts, or so much thereof as is
24necessary, to be used for the purposes designated:
   251.  DAIRY REGULATION
   26a.  For purposes of performing functions pursuant to section
27192.109, including conducting a survey of grade “A” milk and
28certifying the results to the secretary of agriculture:

31this subsection that remain unencumbered or unobligated at the

   352.  LOCAL FOOD AND FARM PROGRAM

   1a.  For purposes of supporting the local food and farm
2program pursuant to chapter 267A:

   4b.  The department shall enter into a cost-sharing agreement
5with Iowa state university of science and technology to support
6the local food and farm program coordinator position as part of
7the university’s cooperative extension service in agriculture
8and home economics pursuant to chapter 267A.
   9c.  Notwithstanding section 8.33, moneys appropriated in
10this subsection that remain unencumbered or unobligated at the
11close of the fiscal year shall not revert but shall remain
12available for expenditure for the purposes designated until the
13close of the succeeding fiscal year.
   143.  AGRICULTURAL EDUCATION
   15a.  For purposes of allocating moneys to an Iowa association
16affiliated with a national organization that promotes
17agricultural education providing for future farmers:

   19b.  Notwithstanding section 8.33, moneys appropriated in
20this subsection that remain unencumbered or unobligated at the
21close of the fiscal year shall not revert but shall remain
22available for expenditure for the purposes designated until the

   244.  FOREIGN ANIMAL DISEASES AFFLICTING LIVESTOCK
   25a.  For deposit in the foreign animal disease preparedness
26and response fund created in section 163.3B:

   28b.  For purposes of purchasing and maintaining equipment
29to further the implementation of the foreign animal disease
30preparedness and response strategy developed under section

   25.  FARMERS WITH DISABILITIES PROGRAM
   3a.  For purposes of supporting a program for farmers with
4disabilities:

   6b.  The moneys appropriated in this subsection shall be
7used for the public purpose of providing a grant to a national
8nonprofit organization with over 80 years of experience in
9assisting children and adults with disabilities and special
10needs. The moneys shall be used to support a nationally
11recognized program that began in 1986 and has been replicated
12in at least 30 other states, but is not available through
13any other entity in this state, and that provides assistance
14to farmers with disabilities in all 99 counties to allow the
15farmers to remain in their own homes and be gainfully engaged
16in farming through provision of agricultural worksite and home
17modification consultations, peer support services, services
18to families, information and referral, and equipment loan
19services.
   20c.  Notwithstanding section 8.33, moneys appropriated in
21this subsection that remain unencumbered or unobligated at the
22close of the fiscal year shall not revert but shall remain
23available for expenditure for the purposes designated until the
24close of the succeeding fiscal year.
   256.  LOESS HILLS DEVELOPMENT AND CONSERVATION FUND
   26a.  For deposit in the loess hills development and
27conservation fund created pursuant to section 161D.2:

   29b.  (1)  Of the amount appropriated to the loess hills
30development and conservation fund in this subsection, $360,000
31shall be allocated to the fund’s hungry canyons account.
   32(2)  Not more than 10 percent of the moneys allocated to the
33fund’s hungry canyons account as provided in this paragraph may
34be used for administrative costs.
   35c.  (1)  Of the amount appropriated to the loess hills

2shall be allocated to the fund’s loess hills alliance account.
   3(2)  Not more than 10 percent of the moneys allocated to
4the fund’s loess hills alliance account as provided in this
5paragraph may be used for administrative costs.
   67.  SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND
   7a.  For deposit in the southern Iowa development and
8conservation fund created pursuant to section 161D.12:

20   Sec. 5.  GENERAL FUND — DEPARTMENT.
   211.  There is appropriated from the general fund of the state
22to the department of natural resources for the fiscal year
23beginning July 1, 2024, and ending June 30, 2025, the following
24amount, or so much thereof as is necessary, to be used for the
25purposes designated:
   26For purposes of supporting the department, including its
27divisions, for administration, regulation, and programs; for
28salaries, support, maintenance, and miscellaneous purposes; and
29for not more than the following full-time equivalent positions:

   322.  Of the number of full-time equivalent positions
33authorized to the department pursuant to subsection 1, 50.00
34full-time equivalent positions shall be allocated by the
35department for seasonal employees for purposes of providing

2This subsection shall not impact conservation officer, park
3ranger, or park manager positions within the department.
   43.  The department shall submit a report each quarter of
5the fiscal year to the general assembly and the department
6of management. The report shall describe in detail the
7expenditure of moneys appropriated under this section to
8support the department’s administration, regulation, and
9programs.
10   Sec. 6.  STATE FISH AND GAME PROTECTION FUND — REGULATION
11AND ADVANCEMENT OF OUTDOOR ACTIVITIES.
   121.  There is appropriated from the state fish and game
13protection fund created pursuant to section 456A.17 to the
14department of natural resources for the fiscal year beginning
15July 1, 2024, and ending June 30, 2025, the following amount,
16or so much thereof as is necessary, to be used for the purposes
17designated:
   18For purposes of supporting the regulation or advancement of
19hunting, fishing, or trapping, or the protection, propagation,
20restoration, management, or harvest of fish or wildlife,
21including for administration, regulation, law enforcement, and
22programs; and for salaries, support, maintenance, equipment,
23and miscellaneous purposes:

   252.  Notwithstanding section 455A.10, the department may use
26the unappropriated balance remaining in the state fish and game
27protection fund to provide for the funding of health and life
28insurance premium payments from unused sick leave balances of
29conservation peace officers employed in a protection occupation
30who retire, pursuant to section 97B.49B.
   313.  Notwithstanding section 455A.10, the department may
32use the unappropriated balance remaining in the state fish
33and game protection fund for the fiscal year beginning July
341, 2024, and ending June 30, 2025, as is necessary to fund
35salary adjustments for departmental employees for which the
-6-1general assembly has made an operating budget appropriation in
2subsection 1.
3   Sec. 7.  GROUNDWATER PROTECTION FUND — WATER QUALITY.  There
4is appropriated from the groundwater protection fund created
5in section 455E.11 to the department of natural resources for
6the fiscal year beginning July 1, 2024, and ending June 30,
72025, from those moneys that are not allocated pursuant to
8that section, the following amount, or so much thereof as is
9necessary, to be used for the purposes designated:
   10For purposes of supporting the department’s protection
11of the state’s groundwater, including for administration,
12regulation, and programs, and for salaries, support,
13maintenance, equipment, and miscellaneous purposes:

13$400,000 may be used by the department to acquire or install
14stream gages for purposes of tracking and predicting flood

18this subsection that remain unencumbered or unobligated at the

   23a.  For purposes of providing for forestry health management
24programs:

3   Sec. 11.  VETERINARY DIAGNOSTIC LABORATORY.
   41.  There is appropriated from the general fund of the state
5to Iowa state university of science and technology for the
6fiscal year beginning July 1, 2024, and ending June 30, 2025,
7the following amount, or so much thereof as is necessary, to be
8used for the purposes designated:
   9For purposes of supporting the college of veterinary
10medicine for the operation of the veterinary diagnostic
11laboratory and for not more than the following full-time
12equivalent positions:

   152.  a.  Iowa state university of science and technology
16shall not reduce the amount that it allocates to support the
17college of veterinary medicine from any other source due to the
18appropriation made in this section.
   19b.  Paragraph “a” does not apply to a reduction made

21percentage of reduction imposed on the college of veterinary
22medicine is also imposed on all of Iowa state university of
23science and technology’s budget units.
   243.  If by June 30, 2025, Iowa state university of science and
25technology fails to allocate the moneys appropriated in this
26section to the college of veterinary medicine in accordance
27with this section, the moneys appropriated in this section for
28that fiscal year shall revert to the general fund of the state.
29   Sec. 12.  LIVESTOCK DISEASE RESEARCH.
   301.  There is appropriated from the general fund of the state
31to Iowa state university of science and technology for the
32fiscal year beginning July 1, 2024, and ending June 30, 2025,
33the following amount, or so much thereof as is necessary, to be
34used for the purposes designated:
   35For deposit in the livestock disease research fund created

   32.  Moneys appropriated under subsection 1 shall be used
4by Iowa state university of science and technology to support
5animal disease research in areas of importance to livestock

8   Sec. 13.  IOWA NUTRIENT REDUCTION FUND — VETERINARY
9DIAGNOSTIC LABORATORY.
   Notwithstanding section 466B.46, there
10is appropriated from the Iowa nutrient research fund created
11in section 466B.46 to Iowa state university of science and
12technology for the fiscal year beginning July 1, 2024, and
13ending June 30, 2025, the following amount, or so much thereof
14as is necessary, to be used for the purpose designated:
   15For the purpose of supporting the college of veterinary
16medicine for the operation of the veterinary diagnostic
17laboratory:

22   Sec. 14.  IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH
23(I-CASH).
   241.  There is appropriated from the general fund of the state
25to the state university of Iowa for the fiscal year beginning
26July 1, 2024, and ending June 30, 2025, the following amount,
27or so much thereof as is necessary, to be used for the purposes
28designated:
   29For supporting the operations of Iowa’s center for
30agricultural safety and health, as part of the university’s
31college of public health, and in cooperation with the
32department of agriculture and land stewardship, to anticipate,
33recognize, and prevent occupational illness and injury among
34members of the agricultural community:

   12.  a.  As a condition of the appropriation made in
2subsection 1, the state university of Iowa shall retain the
3director of Iowa’s center for agricultural safety and health
4employed on the effective date of this division of this Act for
5at least the same number of hours for the fiscal year beginning
6July 1, 2024, as worked by the director during the fiscal year
7beginning July 1, 2023.
   8b.  As a condition of the appropriation made in subsection
91, the state university of Iowa shall not reduce the amount
10allocated to support Iowa’s center for agricultural safety and
11health from any other source due to the appropriation made in
12subsection 1.
   133.  If by June 30, 2025, the state university of Iowa fails
14to use the moneys appropriated in subsection 1 in accordance
15with the purposes and conditions of subsections 1 and 2, any
16unencumbered or unobligated moneys appropriated in subsection
171 for the fiscal year beginning July 1, 2024, and ending June
1830, 2025, shall revert to the general fund of the state. In
19addition, if moneys revert as required pursuant to section
208.33, the state university of Iowa shall transfer to the
21general fund of the state from any otherwise unencumbered or
22unobligated moneys from any other general fund appropriation or
23from any moneys available from other funding sources an amount
24equal to the amount appropriated in subsection 1 less any
25amount that reverted to the general fund of the state pursuant
26to section 8.33.
27DIVISION V
28environment first fund
29general appropriations
30   Sec. 15.  DEPARTMENT OF AGRICULTURE AND LAND
31STEWARDSHIP.
  There is appropriated from the environment first
32fund created in section 8.57A to the department of agriculture
33and land stewardship for the fiscal year beginning July 1,
342024, and ending June 30, 2025, the following amounts, or so
35much thereof as is necessary, to be used for the purposes

   21.  CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP)
   3a.  For the conservation reserve enhancement program to
4restore and construct wetlands for the purposes of intercepting
5tile line runoff, reducing nutrient loss, improving water
6quality, and enhancing agricultural production practices:

   8b.  Not more than 10 percent of the moneys appropriated
9in paragraph “a” may be used for costs of administration and
10implementation of soil and water conservation practices.
   11c.  Notwithstanding any other provision of law, the
12department may use moneys appropriated in this subsection,
13in combination with other appropriate environment first
14fund appropriations, for cost sharing to match United States
15department of agriculture, natural resources conservation
16service, wetlands reserve enhancement program (WREP) funding
17available to Iowa.
   182.  WATERSHED PROTECTION
   19a.  For continuation of a program that provides
20multiobjective resource protections for flood control, water
21quality, erosion control, and natural resource conservation:

   23b.  Not more than 10 percent of the moneys appropriated
24in paragraph “a” may be used for costs of administration and
25implementation of soil and water conservation practices.
   263.  CONSERVATION RESERVE PROGRAM (CRP)
   27a.  To encourage and assist farmers in enrolling in and the
28implementation of the federal conservation reserve program and
29to work with them to enhance their revegetation efforts to
30improve water quality and habitat:

   32b.  Not more than 10 percent of the moneys appropriated
33in paragraph “a” may be used for costs of administration and
34implementation of soil and water conservation practices.
   354.  SOIL AND WATER CONSERVATION

   1a.  For use by the department in providing for soil and water
2conservation:

   4b.  (1)  Of the amount appropriated in paragraph “a”, for
5transfer to the hungry canyons account of the loess hills
6development and conservation fund created in section 161D.2:

9the fund’s hungry canyons account as provided in subparagraph
10(1) may be used for administrative costs.
   11c.  Of the remaining amount appropriated in paragraph “a”,
12for use by the department in providing for soil and water
13conservation administration, the conservation of soil and
14water resources, or the support of soil and water conservation
15districts:

   17d.  Of the amount appropriated in paragraph “c” that the
18department allocates to a soil and water conservation district,
19the first $15,000 may be expended by the district for the
20purpose of providing financial incentives under section 161A.73
21to establish management practices for the control of soil
22erosion on land that is row-cropped, including but not limited
23to nontill planting, ridge-till planting, and contouring
24strip-cropping. Of any remaining amount of that appropriation
25allocated by the department to a district, 30 percent may be
26expended by the district for that same purpose.
   27e.  Not more than 5 percent of the moneys appropriated in
28paragraph “c” may be allocated for cost sharing to address
29complaints filed under section 161A.47.
   30f.  Of the moneys appropriated in paragraph “c”, 5 percent
31shall be allocated for financial incentives to establish
32practices to protect watersheds above publicly owned lakes of
33the state from soil erosion and sediment as provided in section
34161A.73.
   35g.  The state soil conservation and water quality committee
-13-1established by section 161A.4 may allocate moneys appropriated
2in paragraph “c” to conduct research and demonstration projects
3to promote conservation tillage and nonpoint source pollution
4control practices.
   5h.  The allocation of moneys as financial incentives as
6provided in section 161A.73 may be used in combination with
7moneys allocated by the department of natural resources.
   8i.  Not more than 15 percent of the moneys appropriated
9in paragraph “c” may be used for costs of administration and
10implementation of soil and water conservation practices.
   115.  SOIL AND WATER CONSERVATION — ADMINISTRATION
   12a.  For use by the department for costs of administration and
13implementation of soil and water conservation practices:

6   Sec. 18.  REVERSION.
  71.  a.  Except as provided in paragraph “b”, and
8notwithstanding section 8.33, moneys appropriated for the
9fiscal year beginning July 1, 2024, in this division of this
10Act that remain unencumbered or unobligated at the close of
11the fiscal year shall not revert but shall remain available
12for expenditure for the purposes designated until the close of
13the succeeding fiscal year, or until the project for which the
14appropriation was made is completed, whichever is earlier.
   15b.  Notwithstanding section 8.33, moneys appropriated for
16the fiscal year beginning July 1, 2024, in this division of
17this Act to the department of agriculture and land stewardship
18to provide financial assistance for the establishment of
19permanent soil and water conservation practices that remain
20unencumbered or unobligated at the close of the fiscal year
21shall not revert but shall remain available for expenditure
22for the purposes designated until the close of the fiscal year
23beginning July 1, 2027.
   242.  Subsection 1 does not apply to moneys transferred
25pursuant to this division of this Act to the loess hills
26development and conservation fund created in section 161D.2,
27which shall not revert as provided in that section.
28DIVISION VI
29ENVIRONMENT FIRST FUND
30SPECIAL APPROPRIATIONS
31   Sec. 19.  WATER QUALITY INITIATIVE — DEPARTMENT OF
32AGRICULTURE AND LAND STEWARDSHIP.
   331.  There is appropriated from the environment first fund
34created in section 8.57A to the department of agriculture
35and land stewardship for the fiscal year beginning July 1,
-16-12024, and ending June 30, 2025, the following amount, or so
2much thereof as is necessary, to be used for the purposes
3designated:
   4For deposit in the water quality initiative fund created in
5section 466B.45, for purposes of supporting the water quality
6initiative administered by the division of soil conservation
7and water quality as provided in section 466B.42, including
8salaries, support, maintenance, and miscellaneous purposes:

   102.  a.  The moneys appropriated in subsection 1 shall be
11used to support projects in subwatersheds as designated by the
12division that are part of high-priority watersheds identified
13by the water resources coordinating council established
14pursuant to section 466B.3.
   15b.  The moneys appropriated in subsection 1 shall be used to
16support projects in watersheds generally, including regional
17watersheds, as designated by the division and high-priority
18watersheds identified by the water resources coordinating
19council established pursuant to section 466B.3.
   203.  In supporting projects in subwatersheds and watersheds
21as provided in subsection 2, all of the following apply:
   22a.  The demonstration projects shall utilize water quality
23practices as described in the Iowa nutrient reduction strategy
24as defined in section 455B.171.
   25b.  The division shall implement demonstration projects as
26provided in paragraph “a” by providing for participation by
27persons who hold a legal interest in agricultural land used in
28farming. To every extent practical, the division shall provide
29for collaborative participation by such persons who hold a
30legal interest in agricultural land located within the same
31subwatershed.
   32c.  The division shall implement a demonstration project on
33a cost-share basis as determined by the division. However,
34except for edge-of-field practices, the state’s share of the
35amount shall not exceed 50 percent of the estimated cost of
-17-1establishing the practice as determined by the division or
250 percent of the actual cost of establishing the practice,
3whichever is less.
   4d.  The demonstration projects shall be used to educate other
5persons about the feasibility and value of establishing similar
6water quality practices. The division shall promote field day
7events for purposes of allowing interested persons to establish
8water quality practices on their agricultural land.
   9e.  The division shall conduct water quality evaluations
10within supported subwatersheds. Within a reasonable period
11after accumulating information from such evaluations, the
12division shall create an aggregated database of water quality
13practices. Any information identifying a person holding a
14legal interest in agricultural land or specific agricultural
15land shall be a confidential record under section 22.7.
   164.  The moneys appropriated in subsection 1 shall be used
17to support education and outreach in a manner that encourages
18persons who hold a legal interest in agricultural land used for
19farming to implement water quality practices, including the
20establishment of such practices in watersheds generally, and
21not limited to subwatersheds or high-priority watersheds.
   225.  The moneys appropriated in subsection 1 may be used
23to contract with persons to coordinate the implementation of
24efforts provided in this section.
   256.  The moneys appropriated in subsection 1 may be used by
26the department to support urban soil and water conservation
27efforts, which may include but are not limited to management
28practices related to bioretention, landscaping, the use of
29permeable or pervious pavement, and soil quality restoration.
30The moneys shall be allocated on a cost-share basis as provided
31in chapter 161A.
   327.  Notwithstanding any other provision of law to the
33contrary, the department may use moneys appropriated in
34subsection 1 to carry out the provisions of this section on a
35cost-share basis in combination with other moneys available to
-18-1the department from a state or federal source.
   28.  Not more than 10 percent of the moneys appropriated in
3this section may be used to pay for the costs of administering
4and implementing the water quality initiative by the
5department’s division of soil conservation and water quality as
6provided in section 466B.42 and this section.
7DIVISION VII
8IOWA RESOURCES ENHANCEMENT AND PROTECTION — open spaces
9   Sec. 20.  REAP — IN LIEU OF GENERAL FUND APPROPRIATION.  In
10lieu of the standing appropriation in section 455A.18, there is
11appropriated from the environment first fund created in section
128.57A to the Iowa resources enhancement and protection fund
13for the fiscal year beginning July 1, 2024, and ending June
1430, 2025, the following amount, to be allocated as provided in
15section 455A.19:

17   Sec. 21.  REAP — OPEN SPACES ACCOUNT — STATE PARK
18MAINTENANCE, OPERATIONS, AND FACILITY REFURBISHMENT.
  19Notwithstanding section 455A.19, subsection 1, paragraph “a”,
20subparagraph (1), of the moneys allocated to the open spaces
21account of the Iowa resources enhancement and protection fund,
22up to $1,000,000 may be used by the department of natural
23resources for state park maintenance, development, operations,
24and facility refurbishment for the fiscal year beginning July
251, 2024, and ending on June 30, 2025.

34fiscal year beginning July 1, 2024, and ending June 30, 2025,
35the following amount, or so much thereof as is necessary, to be

10the close of the fiscal year shall not revert but shall remain
11available for expenditure for the purposes designated until the
12close of the succeeding fiscal year.
   13b.  Of the amount appropriated in subsection 1, the
14department may use up to $750,000 to support the dairy
15innovation and revitalization program created in section
16187.313.
17   Sec. 25.  CONTINGENT EFFECTIVE DATE.  This part of this
18division of this Act takes effect July 1, 2024, if 2024 Iowa
19Acts, Senate File 2410, or successor legislation, is enacted.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
   23GENERAL. This bill relates to agriculture and natural
24resources by making appropriations for FY 2024-2025 to support
25related entities, including the department of agriculture and
26land stewardship (DALS), the department of natural resources
27(DNR), Iowa state university (ISU), and the university of Iowa
28(UI).
   29The bill primarily appropriates moneys to DALS and DNR.
30 The appropriations are made to support those departments for
31administration, regulation, and support of programs. The bill
32requires the departments to submit quarterly reports to the
33general assembly and department of management regarding the
34expenditure of appropriated moneys. The bill also provides
35moneys to support specific programs or projects administered by

   2The bill primarily appropriates moneys from the state
3general fund (GF) and the environment first fund (EFF) to
4support DALS and DNR, but also UI and ISU, and to support
5a number of designated activities, projects, and programs
6administered by those agencies. General appropriations are
7made from other major sources, including the state fish and
8game protection fund (SFGPF) and the groundwater protection
9fund (GPF), both administered by DNR. Finally, appropriations
10are made from and to a number of dedicated sources, including
11the resources enhancement and protection (REAP) fund
12administered by DNR, and the renewable fuel infrastructure
13fund (RFIF) and the water quality initiative fund (WQIF)
14administered by DALS.
   15DALS — GF APPROPRIATIONS. The bill appropriates moneys
16to DALS from the GF in order to support its administrative
17divisions, including consumer protection and industry services,
18soil conservation, and food safety and animal health. Moneys
19are transferred to ISU to support its midwest grape and wine
20industry institute.
   21DALS — DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS.
22 The bill appropriates moneys from several sources to support a
23number of designated purposes, including moneys derived from
24unclaimed winnings from horse and dog races, for administration
25and enforcement of racing regulations; and moneys credited to
26the RFIF, for purposes of regulating motor fuel.
   27DALS — SPECIAL GF APPROPRIATIONS. The bill makes special
28appropriations from the GF to DALS in order to support specific
29purposes including milk inspection, the local food and farm
30program, an agricultural education organization, foreign animal
31disease preparedness, assistance to farmers with disabilities,
32loess hills protections, southern Iowa development and
33conservation, and grain regulation.
   34DALS — SPECIAL GENERAL FUND CONTINGENT APPROPRIATIONS. The
35bill provides two contingent provisions appropriating moneys
-22-1to support programs administered by DALS that are associated
2with promoting the marketing of products derived from Iowa
3commodities based on whether Senate File 2410, or successor
4legislation, is enacted. Senate File 2410 consolidates a
5number of agricultural marketing funds and programs under new
6Code chapter 187. The first contingent provision assumes
7Senate File 2410 will not be enacted and appropriates moneys
8to support a value added agricultural grant program, a choose
9Iowa promotional program, and a dairy innovation program. The
10second contingent provision assumes Senate File 2410 will be
11enacted and appropriates the same amount to support a number
12of marketing programs. The moneys must be used to support
13the value added agricultural grant program and may be used to
14support a dairy innovation and revitalization program. The
15moneys may also be used to support other programs provided for
16in Senate File 2410, including the choose Iowa promotional
17program, and the butchery innovation and revitalization program
18transferred from the economic development authority.
   19DNR — GF AND OTHER MAJOR FUNDS APPROPRIATIONS. The bill
20makes appropriations from a number of funds to DNR in order
21to support its administrative divisions involving natural
22resources and environmental protection from the GF, the SFGPF,
23and the GPF.
   24DNR — DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS.
25 The bill appropriates moneys to DNR from a number of sources
26to support designated purposes, including moneys deposited in
27the special snowmobile fund to provide for administering and
28enforcing the state snowmobile programs; and moneys deposited
29in the unassigned revenue fund for purposes of paying for
30administration of DNR’s underground storage tanks section.
   31DNR — SPECIAL GF APPROPRIATIONS. The bill makes special
32appropriations from the GF to DNR in order to support specific
33purposes including floodplain management, dam safety and
34forestry health management programs, and state parks.
   35ISU — SPECIAL GF APPROPRIATIONS. The bill appropriates
-23-1moneys from the GF to ISU to support the operation of its
2veterinary diagnostic laboratory and livestock disease
3research.
   4ISU — DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS.
5 The bill appropriates moneys from the Iowa nutrient reduction
6fund to ISU for the veterinary diagnostic laboratory.
   7UI — SPECIAL GF APPROPRIATIONS. The bill appropriates
8moneys from the GF to UI to support the operations of Iowa’s
9center for agricultural safety and health, which is part of
10UI’s college of public health.
   11DALS, DNR, AND UI — EFF — GENERAL APPROPRIATIONS. The
12bill appropriates moneys from the EFF to support a number of
13programs administered by DALS, DNR, and UI. For DALS, the
14moneys are appropriated to support programs involving soil
15conservation, watershed protection and nutrient management,
16and the loess hills development and conservation fund. For
17DNR, moneys are appropriated to support programs involving
18state parks, geographic information systems, water quality
19monitoring, public water supplies, regulation of animal feeding
20operations, air quality, and floodplain management and dam
21safety. For UI, moneys are appropriated to support the Iowa
22geological survey. The bill includes provisions that delay the
23reversion of these moneys.
   24EFF — SPECIAL APPROPRIATIONS FOR WQIF. The bill
25appropriates moneys from the EFF to the WQIF subject to certain
26conditions.
   27REAP FUND — EFF APPROPRIATION IN LIEU OF GF APPROPRIATION.
28 The bill appropriates moneys from the EFF to the REAP
29fund instead of the $20 million otherwise required to be
30appropriated to the REAP fund from the GF. Notwithstanding
31the standing allocation from the REAP fund to its open
32spaces account, DNR may use moneys in the account for state
33park maintenance, development, operations, and facility
34refurbishment.
