2DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP
3GENERAL FUND APPROPRIATIONS
4   Section 1.  GENERAL FUND — DEPARTMENT.
   51.  There is appropriated from the general fund of the state
6to the department of agriculture and land stewardship for the
7fiscal year beginning July 1, 2024, and ending June 30, 2025,
8the following amount, or so much thereof as is necessary, to be
9used for the purposes designated:
   10For purposes of supporting the department, including its
11divisions, for administration, regulation, and programs; and
12for salaries, support, maintenance, and miscellaneous purposes:

   142.  Of the amount appropriated in subsection 1, the following
15amount is transferred to Iowa state university of science and
16technology, to be used for the university’s midwest grape and
17wine industry institute:

   193.  Of the amount appropriated in subsection 1, the
20department shall use $250,000 for purposes of administering
21and supporting additional meat and poultry inspectors and fuel
22inspectors.
   234.  The department shall submit a report each quarter of
24the fiscal year to the general assembly and the department
25of management. The report shall describe in detail the
26expenditure of moneys appropriated in this section to support
27the department’s administration, regulation, and programs.
28DESIGNATED Appropriations From MISCELLANEOUS FUNDS
29   Sec. 2.  UNCLAIMED PARI-MUTUEL WAGERING WINNINGS —
30HORSE AND DOG RACING.
  There is appropriated from the moneys
31available under section 99D.13 to the department of agriculture
32and land stewardship for the fiscal year beginning July 1,
332024, and ending June 30, 2025, the following amount, or so
34much thereof as is necessary, to be used for the purposes
35designated:

2and enforcement of horse and dog racing law pursuant to section
399D.22, including for salaries, support, maintenance, and

6   Sec. 3.  RENEWABLE FUEL INFRASTRUCTURE FUND — MOTOR

  There is appropriated from the renewable
8fuel infrastructure fund created in section 159A.16 to the

10year beginning July 1, 2024, and ending June 30, 2025, the
11following amount, or so much thereof as is necessary, to be
12used for the purposes designated:

14salaries, support, maintenance, and miscellaneous purposes:

16SPECIAL General FUND APPROPRIATIONS
17   Sec. 4.  SPECIAL APPROPRIATIONS FROM GENERAL FUND TO
18DEPARTMENT.
  There is appropriated from the general fund of the
19state to the department of agriculture and land stewardship
20for the fiscal year beginning July 1, 2024, and ending June
2130, 2025, the following amounts, or so much thereof as is
22necessary, to be used for the purposes designated:
   231.  DAIRY REGULATION
   24a.  For purposes of performing functions pursuant to section
25192.109, including conducting a survey of grade “A” milk and
26certifying the results to the secretary of agriculture:

   28b.  Notwithstanding section 8.33, moneys appropriated in
29this subsection that remain unencumbered or unobligated at the
30close of the fiscal year shall not revert but shall remain

   332.  LOCAL FOOD AND FARM PROGRAM
   34a.  For purposes of supporting the local food and farm
35program pursuant to chapter 267A:

3with Iowa state university of science and technology to support
4the local food and farm program coordinator position as part of
5the university’s cooperative extension service in agriculture
6and home economics pursuant to chapter 267A.

8this subsection that remain unencumbered or unobligated at the
9close of the fiscal year shall not revert but shall remain
10available for expenditure for the purposes designated until the
11close of the succeeding fiscal year.
   123.  AGRICULTURAL EDUCATION
   13a.  For purposes of allocating moneys to an Iowa association
14affiliated with a national organization that promotes
15agricultural education providing for future farmers:

   17b.  Notwithstanding section 8.33, moneys appropriated in
18this subsection that remain unencumbered or unobligated at the
19close of the fiscal year shall not revert but shall remain

   224.  FOREIGN ANIMAL DISEASES AFFLICTING LIVESTOCK
   23a.  For deposit in the foreign animal disease preparedness
24and response fund created in section 163.3B:

   26b.  For purposes of purchasing and maintaining equipment
27to further the implementation of the foreign animal disease
28preparedness and response strategy developed under section

   355.  FARMERS WITH DISABILITIES PROGRAM

   1a.  For purposes of supporting a program for farmers with
2disabilities:

   4b.  The moneys appropriated in this subsection shall be
5used for the public purpose of providing a grant to a national
6nonprofit organization with over 80 years of experience in
7assisting children and adults with disabilities and special
8needs. The moneys shall be used to support a nationally
9recognized program that began in 1986 and has been replicated
10in at least 30 other states, but is not available through
11any other entity in this state, and that provides assistance
12to farmers with disabilities in all 99 counties to allow the
13farmers to remain in their own homes and be gainfully engaged
14in farming through provision of agricultural worksite and home
15modification consultations, peer support services, services
16to families, information and referral, and equipment loan
17services.
   18c.  Notwithstanding section 8.33, moneys appropriated in
19this subsection that remain unencumbered or unobligated at the
20close of the fiscal year shall not revert but shall remain
21available for expenditure for the purposes designated until the
22close of the succeeding fiscal year.
   236.  LOESS HILLS DEVELOPMENT AND CONSERVATION FUND
   24a.  For deposit in the loess hills development and
25conservation fund created pursuant to section 161D.2:

   27b.  (1)  Of the amount appropriated to the loess hills
28development and conservation fund in this subsection, $360,000
29shall be allocated to the fund’s hungry canyons account.
   30(2)  Not more than 10 percent of the moneys allocated to the
31fund’s hungry canyons account as provided in this paragraph may
32be used for administrative costs.
   33c.  (1)  Of the amount appropriated to the loess hills
34development and conservation fund in this subsection, $40,000
35shall be allocated to the fund’s loess hills alliance account.

2the fund’s loess hills alliance account as provided in this
3paragraph may be used for administrative costs.
   47.  SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND
   5a.  For deposit in the southern Iowa development and
6conservation fund created pursuant to section 161D.12:

   51.  There is appropriated from the general fund of the state
6to the department of natural resources for the fiscal year
7beginning July 1, 2024, and ending June 30, 2025, the following
8amount, or so much thereof as is necessary, to be used for the
9purposes designated:
   10For purposes of supporting the department, including its
11divisions, for administration, regulation, and programs; and
12for salaries, support, maintenance, and miscellaneous purposes:

20   Sec. 6.  STATE FISH AND GAME PROTECTION FUND — REGULATION
21AND ADVANCEMENT OF OUTDOOR ACTIVITIES.
   221.  There is appropriated from the state fish and game
23protection fund created pursuant to section 456A.17 to the
24department of natural resources for the fiscal year beginning
25July 1, 2024, and ending June 30, 2025, the following amount,
26or so much thereof as is necessary, to be used for the purposes
27designated:
   28For purposes of supporting the regulation or advancement of
29hunting, fishing, or trapping, or the protection, propagation,
30restoration, management, or harvest of fish or wildlife,
31including for administration, regulation, law enforcement, and
32programs; and for salaries, support, maintenance, equipment,
33and miscellaneous purposes:

   352.  Notwithstanding section 455A.10, the department may use
-6-1the unappropriated balance remaining in the state fish and game
2protection fund to provide for the funding of health and life
3insurance premium payments from unused sick leave balances of
4conservation peace officers employed in a protection occupation
5who retire, pursuant to section 97B.49B.
   63.  Notwithstanding section 455A.10, the department may
7use the unappropriated balance remaining in the state fish
8and game protection fund for the fiscal year beginning July
91, 2024, and ending June 30, 2025, as is necessary to fund
10salary adjustments for departmental employees for which the
11general assembly has made an operating budget appropriation in
12subsection 1.
13   Sec. 7.  GROUNDWATER PROTECTION FUND — WATER QUALITY.  There
14is appropriated from the groundwater protection fund created
15in section 455E.11 to the department of natural resources for
16the fiscal year beginning July 1, 2024, and ending June 30,
172025, from those moneys that are not allocated pursuant to
18that section, the following amount, or so much thereof as is
19necessary, to be used for the purposes designated:
   20For purposes of supporting the department’s protection
21of the state’s groundwater, including for administration,
22regulation, and programs, and for salaries, support,
23maintenance, equipment, and miscellaneous purposes:

24stream gages for purposes of tracking and predicting flood

28this subsection that remain unencumbered or unobligated at the
29close of the fiscal year shall not revert but shall remain

13   Sec. 11.  VETERINARY DIAGNOSTIC LABORATORY.
   141.  There is appropriated from the general fund of the state
15to Iowa state university of science and technology for the
16fiscal year beginning July 1, 2024, and ending June 30, 2025,
17the following amount, or so much thereof as is necessary, to be
18used for the purposes designated:
   19For purposes of supporting the college of veterinary
20medicine for the operation of the veterinary diagnostic
21laboratory:

   232.  a.  Iowa state university of science and technology
24shall not reduce the amount that it allocates to support the
25college of veterinary medicine from any other source due to the
26appropriation made in this section.
   27b.  Paragraph “a” does not apply to a reduction made
28to support the college of veterinary medicine if the same
29percentage of reduction imposed on the college of veterinary
30medicine is also imposed on all of Iowa state university of
31science and technology’s budget units.
   323.  If by June 30, 2025, Iowa state university of science and
33technology fails to allocate the moneys appropriated in this
34section to the college of veterinary medicine in accordance
35with this section, the moneys appropriated in this section for
-9-1that fiscal year shall revert to the general fund of the state.
2   Sec. 12.  LIVESTOCK DISEASE RESEARCH.
   31.  There is appropriated from the general fund of the state
4to Iowa state university of science and technology for the
5fiscal year beginning July 1, 2024, and ending June 30, 2025,
6the following amount, or so much thereof as is necessary, to be
7used for the purposes designated:
   8For deposit in the livestock disease research fund created
9in section 267.8:

   112.  Moneys appropriated under subsection 1 shall be used
12by Iowa state university of science and technology to support
13animal disease research in areas of importance to livestock

16   Sec. 13.  IOWA NUTRIENT REDUCTION FUND — VETERINARY
17DIAGNOSTIC LABORATORY.
   Notwithstanding section 466B.46, there
18is appropriated from the Iowa nutrient research fund created
19in section 466B.46 to Iowa state university of science and
20technology for the fiscal year beginning July 1, 2024, and
21ending June 30, 2025, the following amount, or so much thereof
22as is necessary, to be used for the purpose designated:
   23For the purpose of supporting the college of veterinary
24medicine for the operation of the veterinary diagnostic

30   Sec. 14.  IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH
31(I-CASH).
   321.  There is appropriated from the general fund of the state
33to the state university of Iowa for the fiscal year beginning
34July 1, 2024, and ending June 30, 2025, the following amount,
35or so much thereof as is necessary, to be used for the purposes

   2For supporting the operations of Iowa’s center for
3agricultural safety and health, as part of the university’s
4college of public health, and in cooperation with the
5department of agriculture and land stewardship, to anticipate,
6recognize, and prevent occupational illness and injury among
7members of the agricultural community:

   92.  a.  As a condition of the appropriation made in
10subsection 1, the state university of Iowa shall retain the
11director of Iowa’s center for agricultural safety and health
12employed on the effective date of this division of this Act for
13at least the same number of hours for the fiscal year beginning
14July 1, 2024, as worked by the director during the fiscal year
15beginning July 1, 2023.
   16b.  As a condition of the appropriation made in subsection
171, the state university of Iowa shall not reduce the amount
18allocated to support Iowa’s center for agricultural safety and
19health from any other source due to the appropriation made in
20subsection 1.
   213.  If by June 30, 2025, the state university of Iowa fails
22to use the moneys appropriated in subsection 1 in accordance
23with the purposes and conditions of subsections 1 and 2, any
24unencumbered or unobligated moneys appropriated in subsection
251 for the fiscal year beginning July 1, 2024, and ending June
2630, 2025, shall revert to the general fund of the state. In
27addition, if moneys revert as required pursuant to section
288.33, the state university of Iowa shall transfer to the
29general fund of the state from any otherwise unencumbered or
30unobligated moneys from any other general fund appropriation or
31from any moneys available from other funding sources an amount
32equal to the amount appropriated in subsection 1 less any
33amount that reverted to the general fund of the state pursuant
34to section 8.33.

3   Sec. 15.  DEPARTMENT OF AGRICULTURE AND LAND
4STEWARDSHIP.
  There is appropriated from the environment first
5fund created in section 8.57A to the department of agriculture
6and land stewardship for the fiscal year beginning July 1,
72024, and ending June 30, 2025, the following amounts, or so
8much thereof as is necessary, to be used for the purposes
9designated:
   101.  CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP)
   11a.  For the conservation reserve enhancement program to
12restore and construct wetlands for the purposes of intercepting
13tile line runoff, reducing nutrient loss, improving water
14quality, and enhancing agricultural production practices:

   16b.  Not more than 10 percent of the moneys appropriated
17in paragraph “a” may be used for costs of administration and
18implementation of soil and water conservation practices.
   19c.  Notwithstanding any other provision of law, the
20department may use moneys appropriated in this subsection,
21in combination with other appropriate environment first
22fund appropriations, for cost sharing to match United States
23department of agriculture, natural resources conservation
24service, wetlands reserve enhancement program (WREP) funding
25available to Iowa.
   262.  WATERSHED PROTECTION
   27a.  For continuation of a program that provides
28multiobjective resource protections for flood control, water
29quality, erosion control, and natural resource conservation:

   31b.  Not more than 10 percent of the moneys appropriated
32in paragraph “a” may be used for costs of administration and
33implementation of soil and water conservation practices.
   343.  CONSERVATION RESERVE PROGRAM (CRP)
   35a.  To encourage and assist farmers in enrolling in and the
-12-1implementation of the federal conservation reserve program and
2to work with them to enhance their revegetation efforts to
3improve water quality and habitat:

   5b.  Not more than 10 percent of the moneys appropriated
6in paragraph “a” may be used for costs of administration and
7implementation of soil and water conservation practices.
   84.  SOIL AND WATER CONSERVATION
   9a.  For use by the department in providing for soil and water
10conservation:

   12b.  (1)  Of the amount appropriated in paragraph “a”, for
13transfer to the hungry canyons account of the loess hills
14development and conservation fund created in section 161D.2:

   16(2)  Not more than 10 percent of the moneys transferred to
17the fund’s hungry canyons account as provided in subparagraph
18(1) may be used for administrative costs.
   19c.  Of the remaining amount appropriated in paragraph “a”,
20for use by the department in providing for soil and water
21conservation administration, the conservation of soil and
22water resources, or the support of soil and water conservation
23districts:

   25d.  Of the amount appropriated in paragraph “c” that the
26department allocates to a soil and water conservation district,
27the first $15,000 may be expended by the district for the
28purpose of providing financial incentives under section 161A.73
29to establish management practices for the control of soil
30erosion on land that is row-cropped, including but not limited
31to nontill planting, ridge-till planting, and contouring
32strip-cropping. Of any remaining amount of that appropriation
33allocated by the department to a district, 30 percent may be
34expended by the district for that same purpose.
   35e.  Not more than 5 percent of the moneys appropriated in
-13-1paragraph “c” may be allocated for cost sharing to address
2complaints filed under section 161A.47.
   3f.  Of the moneys appropriated in paragraph “c”, 5 percent
4shall be allocated for financial incentives to establish
5practices to protect watersheds above publicly owned lakes of
6the state from soil erosion and sediment as provided in section
7161A.73.
   8g.  The state soil conservation and water quality committee
9established by section 161A.4 may allocate moneys appropriated
10in paragraph “c” to conduct research and demonstration projects
11to promote conservation tillage and nonpoint source pollution
12control practices.
   13h.  The allocation of moneys as financial incentives as
14provided in section 161A.73 may be used in combination with
15moneys allocated by the department of natural resources.
   16i.  Not more than 15 percent of the moneys appropriated
17in paragraph “c” may be used for costs of administration and
18implementation of soil and water conservation practices.
   195.  SOIL AND WATER CONSERVATION — ADMINISTRATION
   20a.  For use by the department for costs of administration and
21implementation of soil and water conservation practices:

9sources in this state and assisting the department of natural
10resources in regulating water quantity as provided in chapter
11455B, subchapter III, part 4, pursuant to sections 455B.262B
12and 456.14:

14   Sec. 18.  REVERSION.
  151.  a.  Except as provided in paragraph “b”, and
16notwithstanding section 8.33, moneys appropriated for the
17fiscal year beginning July 1, 2024, in this division of this
18Act that remain unencumbered or unobligated at the close of
19the fiscal year shall not revert but shall remain available
20for expenditure for the purposes designated until the close of
21the succeeding fiscal year, or until the project for which the
22appropriation was made is completed, whichever is earlier.
   23b.  Notwithstanding section 8.33, moneys appropriated for
24the fiscal year beginning July 1, 2024, in this division of
25this Act to the department of agriculture and land stewardship
26to provide financial assistance for the establishment of
27permanent soil and water conservation practices that remain
28unencumbered or unobligated at the close of the fiscal year
29shall not revert but shall remain available for expenditure
30for the purposes designated until the close of the fiscal year
31beginning July 1, 2027.
   322.  Subsection 1 does not apply to moneys transferred
33pursuant to this division of this Act to the loess hills
34development and conservation fund created in section 161D.2,
35which shall not revert as provided in that section.

2ENVIRONMENT FIRST FUND
3SPECIAL APPROPRIATIONS
4   Sec. 19.  WATER QUALITY INITIATIVE — DEPARTMENT OF
5AGRICULTURE AND LAND STEWARDSHIP.
   61.  There is appropriated from the environment first fund
7created in section 8.57A to the department of agriculture
8and land stewardship for the fiscal year beginning July 1,
92024, and ending June 30, 2025, the following amount, or so
10much thereof as is necessary, to be used for the purposes
11designated:
   12For deposit in the water quality initiative fund created in
13section 466B.45, for purposes of supporting the water quality
14initiative administered by the division of soil conservation
15and water quality as provided in section 466B.42, including
16salaries, support, maintenance, and miscellaneous purposes:

   182.  a.  The moneys appropriated in subsection 1 shall be
19used to support projects in subwatersheds as designated by the
20division that are part of high-priority watersheds identified
21by the water resources coordinating council established
22pursuant to section 466B.3.
   23b.  The moneys appropriated in subsection 1 shall be used to
24support projects in watersheds generally, including regional
25watersheds, as designated by the division and high-priority
26watersheds identified by the water resources coordinating
27council established pursuant to section 466B.3.
   283.  In supporting projects in subwatersheds and watersheds
29as provided in subsection 2, all of the following apply:
   30a.  The demonstration projects shall utilize water quality
31practices as described in the Iowa nutrient reduction strategy
32as defined in section 455B.171.
   33b.  The division shall implement demonstration projects as
34provided in paragraph “a” by providing for participation by
35persons who hold a legal interest in agricultural land used in
-17-1farming. To every extent practical, the division shall provide
2for collaborative participation by such persons who hold a
3legal interest in agricultural land located within the same
4subwatershed.
   5c.  The division shall implement a demonstration project on
6a cost-share basis as determined by the division. However,
7except for edge-of-field practices, the state’s share of the
8amount shall not exceed 50 percent of the estimated cost of
9establishing the practice as determined by the division or
1050 percent of the actual cost of establishing the practice,
11whichever is less.
   12d.  The demonstration projects shall be used to educate other
13persons about the feasibility and value of establishing similar
14water quality practices. The division shall promote field day
15events for purposes of allowing interested persons to establish
16water quality practices on their agricultural land.
   17e.  The division shall conduct water quality evaluations
18within supported subwatersheds. Within a reasonable period
19after accumulating information from such evaluations, the
20division shall create an aggregated database of water quality
21practices. Any information identifying a person holding a
22legal interest in agricultural land or specific agricultural
23land shall be a confidential record under section 22.7.
   244.  The moneys appropriated in subsection 1 shall be used
25to support education and outreach in a manner that encourages
26persons who hold a legal interest in agricultural land used for
27farming to implement water quality practices, including the
28establishment of such practices in watersheds generally, and
29not limited to subwatersheds or high-priority watersheds.
   305.  The moneys appropriated in subsection 1 may be used
31to contract with persons to coordinate the implementation of
32efforts provided in this section.
   336.  The moneys appropriated in subsection 1 may be used by
34the department to support urban soil and water conservation
35efforts, which may include but are not limited to management
-18-1practices related to bioretention, landscaping, the use of
2permeable or pervious pavement, and soil quality restoration.
3The moneys shall be allocated on a cost-share basis as provided
4in chapter 161A.
   57.  Notwithstanding any other provision of law to the
6contrary, the department may use moneys appropriated in
7subsection 1 to carry out the provisions of this section on a
8cost-share basis in combination with other moneys available to
9the department from a state or federal source.
   108.  Not more than 10 percent of the moneys appropriated in
11this section may be used to pay for the costs of administering
12and implementing the water quality initiative by the
13department’s division of soil conservation and water quality as
14provided in section 466B.42 and this section.
15DIVISION VII
16IOWA RESOURCES ENHANCEMENT AND PROTECTION — open spaces
17   Sec. 20.  REAP — IN LIEU OF GENERAL FUND APPROPRIATION.  In
18lieu of the standing appropriation in section 455A.18, there is
19appropriated from the environment first fund created in section
208.57A to the Iowa resources enhancement and protection fund
21for the fiscal year beginning July 1, 2024, and ending June
2230, 2025, the following amount, to be allocated as provided in
23section 455A.19:

25   Sec. 21.  REAP — OPEN SPACES ACCOUNT —
26STATE PARK MAINTENANCE, OPERATIONS, AND FACILITY
27REFURBISHMENT.
  Notwithstanding section 455A.19, subsection 1,
28paragraph “a”, subparagraph (1), of the moneys allocated to
29the open spaces account of the Iowa resources enhancement and
30protection fund, up to $1,000,000 may be used by the department
31of natural resources for state park maintenance, development,
32operations, and facility refurbishment for the fiscal year
33beginning July 1, 2024, and ending on June 30, 2025.
34EXPLANATION
35The inclusion of this explanation does not constitute agreement with

   2GENERAL. This bill relates to agriculture and natural
3resources by making appropriations for FY 2024-2025 to support
4related entities, including the department of agriculture and
5land stewardship (DALS), the department of natural resources
6(DNR), Iowa state university (ISU), and the university of Iowa
7(UI).
   8The bill primarily appropriates moneys to DALS and DNR.
9 The appropriations are made to support those departments for
10administration, regulation, and support of programs. The bill
11requires the departments to submit quarterly reports to the
12general assembly and department of management regarding the
13expenditure of appropriated moneys. The bill also provides
14moneys to support specific programs or projects administered by
15those departments.
   16The bill primarily appropriates moneys from the state
17general fund (GF) and the environment first fund (EFF) to
18support DALS and DNR, but also UI and ISU, and to support
19a number of designated activities, projects, and programs
20administered by those agencies. General appropriations are
21made from other major sources, including the state fish and
22game protection fund (SFGPF) and the groundwater protection
23fund (GPF), both administered by DNR. Finally, appropriations
24are made from and to a number of dedicated sources, including
25the resources enhancement and protection (REAP) fund
26administered by DNR, and the renewable fuel infrastructure
27fund (RFIF) and the water quality initiative fund (WQIF)
28administered by DALS.
   29DALS — GF APPROPRIATIONS. The bill appropriates moneys
30to DALS from the GF in order to support its administrative
31divisions, including consumer protection and industry services,
32soil conservation, and food safety and animal health. Moneys
33are transferred to ISU to support its midwest grape and wine
34industry institute.
   35DALS — DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS.
-20-1 The bill appropriates moneys from several sources to support a
2number of designated purposes, including moneys derived from
3unclaimed winnings from horse and dog races, for administration
4and enforcement of racing regulations; and moneys credited to
5the RFIF, for purposes of regulating motor fuel.
   6DALS — SPECIAL GF APPROPRIATIONS. The bill makes special
7appropriations from the GF to DALS in order to support specific
8purposes including milk inspection, the local food and farm
9program, an agricultural education organization, foreign animal
10disease preparedness, assistance to farmers with disabilities,
11loess hills protections, southern Iowa development and
12conservation, grain regulation, a value added agriculture grant
13program, the choose Iowa promotional program, and the dairy
14innovation fund.
   15DNR — GF AND OTHER MAJOR FUNDS APPROPRIATIONS. The bill
16makes appropriations from a number of funds to DNR in order
17to support its administrative divisions involving natural
18resources and environmental protection from the GF, the SFGPF,
19and the GPF.
   20DNR — DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS.
21 The bill appropriates moneys to DNR from a number of sources
22to support designated purposes, including moneys deposited in
23the special snowmobile fund to provide for administering and
24enforcing the state snowmobile programs; and moneys deposited
25in the unassigned revenue fund for purposes of paying for
26administration of DNR’s underground storage tanks section.
   27DNR — SPECIAL GF APPROPRIATIONS. The bill makes special
28appropriations from the GF to DNR in order to support specific
29purposes including floodplain management, dam safety and
30forestry health management programs, and state parks.
   31ISU — SPECIAL GF APPROPRIATIONS. The bill appropriates
32moneys from the GF to ISU to support the operation of its
33veterinary diagnostic laboratory and livestock disease
34research.
   35ISU — DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS.
-21-1 The bill also appropriates moneys from the Iowa nutrient
2reduction fund to ISU for the veterinary diagnostic laboratory.
   3UI — SPECIAL GF APPROPRIATIONS. The bill appropriates
4moneys from the GF to UI to support the operations of Iowa’s
5center for agricultural safety and health, which is part of
6UI’s college of public health.
   7DALS, DNR, AND UI — EFF — GENERAL APPROPRIATIONS. The
8bill appropriates moneys from the EFF to support a number of
9programs administered by DALS, DNR, and UI. For DALS, the
10moneys are appropriated to support programs involving soil
11conservation, watershed protection and nutrient management,
12and the loess hills development and conservation fund. For
13DNR, moneys are appropriated to support programs involving
14state parks, geographic information systems, water quality
15monitoring, public water supplies, regulation of animal feeding
16operations, air quality, and floodplain management and dam
17safety. For UI, moneys are appropriated to support the Iowa
18geological survey. The bill includes provisions that delay the
19reversion of these moneys.
   20EFF — SPECIAL APPROPRIATIONS FOR WQIF. The bill
21appropriates moneys from the EFF to the WQIF subject to certain
22conditions.
   23REAP FUND — EFF APPROPRIATION IN LIEU OF GF APPROPRIATION.
24 The bill appropriates moneys from the EFF to the REAP
25fund instead of the $20 million otherwise required to be
26appropriated to the REAP fund from the GF. Notwithstanding
27the standing allocation from the REAP fund to its open
28spaces account, DNR may use moneys in the account for state
29park maintenance, development, operations, and facility
30refurbishment.
