2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 308.1, subsection 1, Code 2024, is
2amended to read as follows:
   31.  The Mississippi river parkway planning commission shall

 must be composed of ten members appointed by the governor,
5five members to be appointed for two-year terms beginning
6July 1, 1959, and five members to be appointed
 including one
7member each from Allamakee county, Clayton county, Clinton
8county, Des Moines county, Dubuque county, Jackson county, Lee
9county, Louisa county, Muscatine county, and Scott county,

10 for four-year terms beginning July 1, 1959. In addition to
11the above members there shall must be seven four advisory ex
12officio members who shall be as follows:
   13a.  One member from the state department of transportation
14commission.
   15b.  One member from the natural resource commission.
   16c.  One member from the state soil conservation and water
17quality committee.
 One member from the economic development
18authority, whose primary responsibility includes tourism under
19section 15.108, subsection 5.

   20d.  One member from the state historical society of Iowa.
   21e.  One member from the faculty of the landscape
22architectural division of the Iowa state university of science
23and technology.
   24f.  One member from the economic development authority.
   25g.  One member from the environmental protection commission.
26   Sec. 2.  Section 308.1, Code 2024, is amended by adding the
27following new subsections:
28   NEW SUBSECTION.  1A.  The parkway commission shall submit a
29report regarding the economic impact of the great river road
30on this state on or before December 15 each year to the general
31assembly and to the governor.
32   NEW SUBSECTION.  1B.  The parkway commission may establish a
33technical committee to advise the commission. If established,
34members of the committee must include at least one person
35each from the departments of transportation and agriculture
-1-1and land stewardship, from the consumer protection division
2of the office of the attorney general, and from the economic
3development authority, designated by the applicable head of the
4entity. The commission may request any other state agency to
5designate an employee to serve on the committee.
6EXPLANATION
7The inclusion of this explanation does not constitute agreement with
8the explanation’s substance by the members of the general assembly.
   9Under current law, the Mississippi parkway planning
10commission is composed of 10 members appointed by the governor.
11This bill renames the commission as the Mississippi river
12parkway commission (MRPC) and requires the 10 members to each
13reside in a different county adjacent to the Mississippi river
14in Iowa.
   15Current law requires seven advisory ex officio members
16to serve on the MRPC, one each from the state transportation
17commission, the natural resource commission, the state
18soil conservation and water quality committee, the state
19historical society of Iowa, the faculty of the landscape
20architectural division of the Iowa state university of science
21and technology, the economic development authority, and
22the environmental protection commission. The bill requires
23four advisory ex officio members, one member each from the
24state department of transportation, the natural resource
25commission, the economic development authority, whose primary
26responsibility includes tourism, and the state historical
27society of Iowa.
   28The bill requires the MRPC to submit a report regarding
29the economic impact of the great river road on Iowa on or
30before December 15 each year to the general assembly and to
31the governor. As used in Code chapter 308, the “great river
32road” means a scenic and recreational highway consisting of a
33designated system of roads and streets along the Mississippi
34river in Iowa.
   35The bill authorizes the MRPC to establish a technical
-2-1committee to advise the MRPC. If established, members of
2the committee must include at least one person each from
3the departments of transportation and agriculture and
4land stewardship, from the consumer protection division of
5the office of the attorney general, and from the economic
6development authority, with such member being designated by the
7applicable head of the entity. The MRPC may also request any
8other state agency to designate an employee to serve on the
9committee.
