6and student debt of graduates of institutions of higher
7education governed by the state board of regents, and
8modifying provisions related to supplementary weighting.
9BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, paragraph d, Code
22024, is amended to read as follows:
   3d.  Supplementary weighting pursuant to this subsection
4shall be available to a school district during the period
5commencing with the budget year beginning July 1, 2014, through
6the budget year beginning July 1, 2034. The maximum amount
7of additional weighting for which a school district shall be
8eligible in a budget year is twenty-one additional pupils;
9provided, however, that for budget years beginning on or after
10July 1, 2024, the supplementary weighting assigned for a shared
11operational function in the area of a college and career
12transition counselor or coordinator shall not count toward this
13maximum amount
. Criteria for determining the qualification
14of operational functions for supplementary weighting shall be
15determined by the department by rule, through consideration of
16increased student opportunities.
17   Sec. 2.  Section 260C.14, Code 2024, is amended by adding the
18following new subsection:
19   NEW SUBSECTION.  25.  Publish on the community college’s
20internet site a link to the Iowa student outcomes internet site
21maintained by the department of education.
22   Sec. 3.  NEW SECTION.  279.84  College and career transition
23counselors or coordinators — information related to the
24completion of postsecondary programs.
   251.  The board of directors of each school district shall
26provide each student enrolled in the school district in
27grades eleven and twelve who has expressed an interest in
28postsecondary education, including in the student’s individual
29career and academic plan created pursuant to section 279.61,
30with all of the following:
   31a.  The most recent copy of the report published by the state
32board of regents pursuant to section 262.9, subsection 38.
   33b.  A link to the Iowa student outcomes internet site
34maintained by the department of education.
   352.  If the school district employs a college and career
-1-1transition counselor or coordinator, the college and career
2transition counselor or coordinator shall be responsible for
3providing the information described in subsection 1.
   43.  For purposes of this section, “college and career
5transition counselor or coordinator”
means a licensed school
6counselor or an appropriately trained individual responsible
7for providing direct services to students, parents, families,
8schools, and postsecondary institutions to support college
9preparation and postsecondary success, such as college
10preparation, financial aid processing, and transition to
11postsecondary institution enrollment.
12   Sec. 4.  STATE MANDATE FUNDING SPECIFIED.  In accordance
13with section 25B.2, subsection 3, the state cost of requiring
14compliance with any state mandate included in this Act shall
15be paid by a school district from state school foundation aid
16received by the school district under section 257.16. This
17specification of the payment of the state cost shall be deemed
18to meet all of the state funding-related requirements of
19section 25B.2, subsection 3, and no additional state funding
20shall be necessary for the full implementation of this Act
21by and enforcement of this Act against all affected school
22districts.
23EXPLANATION
24The inclusion of this explanation does not constitute agreement with
25the explanation’s substance by the members of the general assembly.
   26This bill relates to education, including by requiring
27community colleges to publish information related to graduates,
28requiring school districts to provide students enrolled in
29grades 11 and 12 with information related to graduates of
30community colleges and the average income and student debt of
31graduates of institutions of higher education governed by the
32state board of regents, and modifying provisions related to
33supplementary weighting.
   34 The bill requires community colleges to publish a link
35to the Iowa student outcomes internet site on the community
-2-1college’s internet site. The Iowa student outcomes internet
2site contains a compilation of data and information related
3to student success in secondary school, college readiness,
4postsecondary education, gainful employment, and adult literacy
5programs. The bill requires each school district to provide
6to each student in grades 11 and 12 who has expressed an
7interest in postsecondary education with a copy of a report
8prepared by the state board of regents that relates to the
9income and student loan debt of students who have completed
10a baccalaureate degree program at an institution of higher
11education under the control of the state board of regents and
12a link to the Iowa student outcomes internet site. The bill
13establishes that, if the school district employs a college and
14career transition counselor or coordinator, such counselor
15or coordinator is responsible for providing these materials.
16The bill defines “college and career transition counselor
17or coordinator” to mean a licensed school counselor or an
18appropriately trained individual responsible for providing
19direct services to students, parents, families, schools, and
20postsecondary institutions to support college preparation and
21postsecondary success, such as college preparation, financial
22aid processing, and transition to postsecondary institution
23enrollment.
   24Current law provides that a school district that shares
25with a political subdivision one or more operational functions
26in certain specified areas for at least 20 percent of the
27school year shall be assigned a supplementary weighting
28for each shared operational function. The purpose of the
29supplementary weighting is to provide additional funding to
30increase student opportunities and redirect more resources
31to student programming for school districts. Under current
32law, the supplementary weighting associated with a college and
33career transition counselor or coordinator is two pupils for
34the school budget years beginning on or after July 1, 2022,
35but before July 1, 2035. In addition, under current law the
-3-1maximum amount of additional weighting for which a school
2district is eligible in a budget year is 21 additional pupils.
3The bill provides that the supplementary weighting associated
4with a shared operational function in the area of a college
5and career transition counselor or coordinator shall not count
6toward the maximum amount of additional weighting for budget
7years beginning on or after July 1, 2024.
   8The bill may include a state mandate as defined in Code
9section 25B.3. The bill requires that the state cost of
10any state mandate included in the bill be paid by a school
11district from state school foundation aid received by the
12school district under Code section 257.16. The specification
13is deemed to constitute state compliance with any state mandate
14funding-related requirements of Code section 25B.2. The
15inclusion of this specification is intended to reinstate the
16requirement of political subdivisions to comply with any state
17mandates included in the bill.
