Senate Study Bill 3151 - IntroducedA Bill ForAn Act 1relating to the use capacity of campground septic
2systems.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 455B.173, subsection 3, Code 2024, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  c.  (1)  The commission shall require a
4campground with hookups to have a septic system with a use
5capacity based on the number of campsites that is rated for the
6higher of either of the following:
   7(a)  Twenty-five gallons per day for each camping site using
8the septic system.
   9(b)  The peak monthly water usage of the septic system for
10the previous year divided by the number of days in that month
11and the number of campsites.
   12(2)  If a campground does not have a metered water source,
13the septic system of the campground shall be rated for
14forty-five gallons per day for each campsite using the septic
15system.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill requires a minimum septic system use capacity for
20campgrounds. The environmental protection commission shall
21require a campground with hookups to have a septic system with
22a use capacity based on the number of campsites that is rated
23for the higher of either 25 gallons per day for each camping
24site using the septic system, or the peak monthly water usage
25of the septic system for the previous year divided by the
26number of days in that month and the number of campsites. A
27campground without a metered water source shall maintain a
28septic system rated for 45 gallons per day for each campsite.
