2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  309.21A  Motor grader operator
2training.
   31.  A county, including the board of supervisors and the
4county engineer, shall not employ or contract with a person to
5operate a motor grader unless the person completes motor grader
6operator training before the person operates a motor grader.
7This subsection applies to persons employed or contracted to
8operate a motor grader on secondary roads if the person has
9fewer than five years of experience operating a motor grader.
   102.  Motor grader operator training must include training
11in a classroom setting focusing on the concepts described in
12subsection 3, and training behind the wheel of a motor grader
13substantially similar to the motor grader the person will use
14during the person’s employment.
   153.  Motor grader operator training must include but is not
16limited to all of the following:
   17a.  Ideal roadway profile designs and application.
   18b.  Proper grading techniques to ensure sufficient drainage
19on roadways.
   20c.  Standard roadway and shoulder maintenance methods.
21EXPLANATION
22The inclusion of this explanation does not constitute agreement with
23the explanation’s substance by the members of the general assembly.
   24This bill prohibits a county from employing or contracting
25with a person to operate a motor grader on secondary roads
26unless the person completes motor grader operator training if
27the person has fewer than five years of experience.
   28Motor grader operator training must include training in a
29classroom setting focusing on ideal roadway profile designs and
30application, proper grading techniques, and standard roadway
31and shoulder maintenance methods. Motor grader operator
32training must also include training behind the wheel of a motor
33grader substantially similar to the motor grader the person
34will use during the person’s employment.
