2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.24, subsection 2, paragraph a,
2subparagraph (1), Code 2024, is amended to read as follows:
   3(1)  “Family member” means a resident of Iowa person who is
4the spouse or minor or adult child of the owner or tenant and
5who resides with the owner or tenant
A family member may be
6a nonresident.

7   Sec. 2.  Section 483A.24, subsection 2, paragraph d, Code
82024, is amended to read as follows:
   9d.  In addition to the free deer hunting licenses received
10pursuant to paragraph “c”, an owner of a farm unit or a
11member of the owner’s family and the tenant or a member of the
12tenant’s family may purchase a deer hunting license for any
13option offered to paying deer hunting licensees. An owner of a
14farm unit or a member of the owner’s family and the tenant or a
15member of the tenant’s family may also purchase two additional
16antlerless deer hunting licenses which that are valid only
17on the farm unit for a fee established by rules adopted
18pursuant to section 483A.1. The acquisition of a license by
19a nonresident under this paragraph or paragraph “c” shall not
20count toward the nonresident license limits established under
21section 483A.8.

22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill relates to family members hunting on a farm unit.
26Under current law, only a spouse or minor child who is a
27resident can qualify for the free wild turkey or deer hunting
28licenses issued to landowners and tenants.
   29The bill changes the definition of “family member” for
30purposes of free wild turkey and deer hunting licenses issued
31to landowners and tenants to include the spouse and both minor
32and adult children of the owner or tenant regardless of the
33family member’s residency status.
   34The bill also excludes deer hunting licenses obtained by
35family members under Code section 483.24, subsection 2, from

2a resident of Iowa.
