3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 279.13, subsection 4, unnumbered
2paragraph 1, Code 2024, is amended to read as follows:
   3For purposes of this section, sections 279.13A, 279.14,
4279.15, 279.16, 279.19, and 279.27, unless the context
5otherwise requires, “teacher” includes the following individuals
6employed by a community college:
7   Sec. 2.  NEW SECTION.  279.13A  Notice that employee
8organization membership is not required.
   91.  For purposes of this section, unless the context
10otherwise requires:
   11a.  “Employee organization” means the same as defined in
12section 20.3.
   13b.  “Teacher” means the same as defined in section 279.13.
   142.  Prior to entering into an initial contract with a
15teacher, the school district shall provide the teacher with
16written notice that the teacher is not required to become a
17member of an employee organization. The notice shall include a
18list of employee organizations that represent teachers in the
19school district.
   203.  An employee organization that represents one or more
21teachers in a school district may notify the school district in
22writing that the employee organization seeks to be included on
23the list of employee organizations required by subsection 2.
24Upon receiving such notification, the school district shall add
25the employee organization to the list.
26EXPLANATION
27The inclusion of this explanation does not constitute agreement with
28the explanation’s substance by the members of the general assembly.
   29This bill requires a school district to provide a teacher
30with written notice that the teacher is not required to become
31a member of an employee organization. The school district
32shall provide the notice prior to entering into an initial
33employment contract with the teacher. The notice shall include
34a list of employee organizations that represent teachers in the
35school district.

   1The bill authorizes an employee organization that represents
2one or more teachers in a school district to notify the school
3district in writing that the employee organization seeks to be
4included on the list of employee organizations. Upon receiving
5such notification, the school district shall add the employee
6organization to the list.
