House Study Bill 520 - IntroducedA Bill ForAn Act 1relating to the use of moneys appropriated to support

4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  2023 Iowa Acts, chapter 111, section 2,
2subsection 27, is amended to read as follows:
   327.  THERAPEUTIC CLASSROOM TRANSPORTATION CLAIMS
4REIMBURSEMENT
   5For payment of school district claims for reimbursement
6submitted under section 256.25A, subsection 1, paragraph “a”:
..................................................  $7500,000
   8Notwithstanding section 8.33, moneys appropriated pursuant
9to this subsection that remain unencumbered or unobligated at
10the close of the fiscal year shall not revert but shall remain
11available for expenditure for the purposes designated until the
12close of the succeeding fiscal year. Any moneys appropriated
13pursuant to this subsection that remain unencumbered or
14unobligated after the completion of payments under section
15256.25A, subsection 1, paragraph “a”, may be deposited in the
16therapeutic classroom incentive fund created in section 256.25,
17as determined by the department.

18   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
19importance, takes effect upon enactment.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
   23For FY 2023-2024, the general assembly appropriated $500,000
24to the department of education for payment of school district
25claims for transportation reimbursement submitted in connection
26with therapeutic classroom services. This bill authorizes the
27deposit of moneys that remain unencumbered or unobligated after
28the completion of such payments into the therapeutic classroom
29incentive fund created in Code section 256.25, as determined
30by the department. That fund is used to distribute grants to
31school districts under the therapeutic classroom incentive
32grant program.
