individuals who meet the nursing home level of care and are
required to register as sex offenders.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
   Section 1.  MEDICAID REIMBURSEMENT — NURSING FACILITY
LEVEL OF CARE — SECURE UNIT — INDIVIDUALS ON SEX OFFENDER
REGISTRY.
  No later than January 1, 2024, the department of
health and human services shall establish and report to the
governor and the general assembly a reimbursement rate add-on
methodology under the Medicaid program for services provided by
a skilled nursing facility or nursing facility that designates
a secure unit, that is separate and secure from residents with
chronic confusion or a dementing illness and all other skilled
nursing facility and nursing facility residents, to provide
services to individuals that are required to register as sex
offenders pursuant to chapter 692 and who meet nursing facility
level of care requirements. The methodology shall provide for
inflation of the reimbursement rate add-on, annually, from the
midpoint of the prior state fiscal year to the midpoint of the
current state fiscal year using the currently available CMS/SNF
index.
