2DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP
3GENERAL FUND APPROPRIATIONS
4   Section 1.  GENERAL FUND — DEPARTMENT.
   51.  There is appropriated from the general fund of the state
6to the department of agriculture and land stewardship for the
7fiscal year beginning July 1, 2023, and ending June 30, 2024,
8the following amount, or so much thereof as is necessary, to be
9used for the purposes designated:
   10For purposes of supporting the department, including its
11divisions, for administration, regulation, and programs; for
12salaries, support, maintenance, and miscellaneous purposes; and
13for not more than the following full-time equivalent positions:

   162.  Of the amount appropriated in subsection 1, the following
17amount is transferred to Iowa state university of science and
18technology, to be used for the university’s midwest grape and
19wine industry institute:

   213.  Of the amount appropriated in subsection 1, the
22department shall use $250,000 for purposes of administering
23and supporting additional meat and poultry inspectors and fuel
24inspectors. Of the full-time equivalent positions authorized
25in subsection 1, 2.00 full-time equivalent positions shall be
26used to hire additional meat and poultry inspectors and fuel
27inspectors.
   284.  The department shall submit a report each quarter of
29the fiscal year to the general assembly and the department
30of management. The report shall describe in detail the
31expenditure of moneys appropriated in this section to support
32the department’s administration, regulation, and programs.
33DESIGNATED Appropriations From MISCELLANEOUS FUNDS
34   Sec. 2.  UNCLAIMED PARI-MUTUEL WAGERING WINNINGS —
35HORSE AND DOG RACING.
  There is appropriated from the moneys
-1-1available under section 99D.13 to the department of agriculture
2and land stewardship for the fiscal year beginning July 1,
32023, and ending June 30, 2024, the following amount, or so
4much thereof as is necessary, to be used for the purposes
5designated:
   6For purposes of supporting the department’s administration
7and enforcement of horse and dog racing law pursuant to section
899D.22, including for salaries, support, maintenance, and
9miscellaneous purposes:

11   Sec. 3.  RENEWABLE FUEL INFRASTRUCTURE FUND — MOTOR
12FUEL INSPECTION.
  There is appropriated from the renewable
13fuel infrastructure fund created in section 159A.16 to the
14department of agriculture and land stewardship for the fiscal
15year beginning July 1, 2023, and ending June 30, 2024, the
16following amount, or so much thereof as is necessary, to be
17used for the purposes designated:
   18For purposes of the inspection of motor fuel, including
19salaries, support, maintenance, and miscellaneous purposes:

21SPECIAL General FUND APPROPRIATIONS
22   Sec. 4.  SPECIAL APPROPRIATIONS FROM GENERAL FUND TO
23DEPARTMENT.
  There is appropriated from the general fund of the
24state to the department of agriculture and land stewardship
25for the fiscal year beginning July 1, 2023, and ending June
2630, 2024, the following amounts, or so much thereof as is
27necessary, to be used for the purposes designated:
   281.  DAIRY REGULATION
   29a.  For purposes of performing functions pursuant to section
30192.109, including conducting a survey of grade “A” milk and
31certifying the results to the secretary of agriculture:

   33b.  Notwithstanding section 8.33, moneys appropriated in
34this subsection that remain unencumbered or unobligated at the
35close of the fiscal year shall not revert but shall remain

   32.  LOCAL FOOD AND FARM PROGRAM
   4a.  For purposes of supporting the local food and farm
5program pursuant to chapter 267A:

   7b.  The department shall enter into a cost-sharing agreement
8with Iowa state university of science and technology to support
9the local food and farm program coordinator position as part of
10the university’s cooperative extension service in agriculture
11and home economics pursuant to chapter 267A.
   12c.  Notwithstanding section 8.33, moneys appropriated in
13this subsection that remain unencumbered or unobligated at the
14close of the fiscal year shall not revert but shall remain
15available for expenditure for the purposes designated until the
16close of the succeeding fiscal year.
   173.  AGRICULTURAL EDUCATION
   18a.  For purposes of allocating moneys to an Iowa association
19affiliated with a national organization that promotes
20agricultural education providing for future farmers:

   22b.  Notwithstanding section 8.33, moneys appropriated in
23this subsection that remain unencumbered or unobligated at the
24close of the fiscal year shall not revert but shall remain
25available for expenditure for the purposes designated until the

   274.  FOREIGN ANIMAL DISEASES AFFLICTING LIVESTOCK
   28a.  For deposit in the foreign animal disease preparedness
29and response fund created in section 163.3B:

   31b.  For purposes of purchasing and maintaining equipment
32to further the implementation of the foreign animal disease
33preparedness and response strategy developed under section
34163.3B:

   1c.  For purposes of assisting in the development of vaccines
2against foreign animal diseases by a company based in Iowa that
3develops livestock and other animal vaccines:

   55.  FARMERS WITH DISABILITIES PROGRAM
   6a.  For purposes of supporting a program for farmers with
7disabilities:
..................................................  $8230,000
   9b.  The moneys appropriated in this subsection shall be
10used for the public purpose of providing a grant to a national
11nonprofit organization with over 80 years of experience in
12assisting children and adults with disabilities and special
13needs. The moneys shall be used to support a nationally
14recognized program that began in 1986 and has been replicated
15in at least 30 other states, but is not available through
16any other entity in this state, and that provides assistance
17to farmers with disabilities in all 99 counties to allow the
18farmers to remain in their own homes and be gainfully engaged
19in farming through provision of agricultural worksite and home
20modification consultations, peer support services, services
21to families, information and referral, and equipment loan
22services.
   23c.  Notwithstanding section 8.33, moneys appropriated in
24this subsection that remain unencumbered or unobligated at the
25close of the fiscal year shall not revert but shall remain
26available for expenditure for the purposes designated until the
27close of the succeeding fiscal year.
   286.  LOESS HILLS DEVELOPMENT AND CONSERVATION FUND
   29a.  For deposit in the loess hills development and
30conservation fund created pursuant to section 161D.2:

   32b.  (1)  Of the amount appropriated to the loess hills
33development and conservation fund in this subsection, $360,000
34shall be allocated to the fund’s hungry canyons account.
   35(2)  Not more than 10 percent of the moneys allocated to the

2be used for administrative costs.
   3c.  (1)  Of the amount appropriated to the loess hills
4development and conservation fund in this subsection, $40,000
5shall be allocated to the fund’s loess hills alliance account.
   6(2)  Not more than 10 percent of the moneys allocated to
7the fund’s loess hills alliance account as provided in this
8paragraph may be used for administrative costs.
   97.  SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND
   10a.  For deposit in the southern Iowa development and
11conservation fund created pursuant to section 161D.12:

   168.  GRAIN REGULATION
   17For the administration and enforcement of chapters 203

   22a.  For the administration and execution of a value added

9   Sec. 5.  GENERAL FUND — DEPARTMENT.
   101.  There is appropriated from the general fund of the state
11to the department of natural resources for the fiscal year
12beginning July 1, 2023, and ending June 30, 2024, the following
13amount, or so much thereof as is necessary, to be used for the
14purposes designated:
   15For purposes of supporting the department, including its
16divisions, for administration, regulation, and programs; for
17salaries, support, maintenance, and miscellaneous purposes; and
18for not more than the following full-time equivalent positions:

   212.  Of the number of full-time equivalent positions
22authorized to the department pursuant to subsection 1, 50.00
23full-time equivalent positions shall be allocated by the
24department for seasonal employees for purposes of providing
25maintenance, upkeep, and sanitary services at state parks.
26This subsection shall not impact conservation officer, park
27ranger, or park manager positions within the department.
   283.  The department shall submit a report each quarter of
29the fiscal year to the general assembly and the department
30of management. The report shall describe in detail the
31expenditure of moneys appropriated under this section to
32support the department’s administration, regulation, and
33programs.
34   Sec. 6.  STATE FISH AND GAME PROTECTION FUND — REGULATION
35AND ADVANCEMENT OF OUTDOOR ACTIVITIES.

   11.  There is appropriated from the state fish and game
2protection fund created pursuant to section 456A.17 to the
3department of natural resources for the fiscal year beginning
4July 1, 2023, and ending June 30, 2024, the following amount,
5or so much thereof as is necessary, to be used for the purposes
6designated:
   7For purposes of supporting the regulation or advancement of
8hunting, fishing, or trapping, or the protection, propagation,
9restoration, management, or harvest of fish or wildlife,
10including for administration, regulation, law enforcement, and
11programs; and for salaries, support, maintenance, equipment,
12and miscellaneous purposes:

   142.  Notwithstanding section 455A.10, the department may use
15the unappropriated balance remaining in the state fish and game
16protection fund to provide for the funding of health and life
17insurance premium payments from unused sick leave balances of
18conservation peace officers employed in a protection occupation
19who retire, pursuant to section 97B.49B.
   203.  Notwithstanding section 455A.10, the department may
21use the unappropriated balance remaining in the state fish
22and game protection fund for the fiscal year beginning July
231, 2023, and ending June 30, 2024, as is necessary to fund
24salary adjustments for departmental employees for which the
25general assembly has made an operating budget appropriation in
26subsection 1.
27   Sec. 7.  GROUNDWATER PROTECTION FUND — WATER QUALITY.  There
28is appropriated from the groundwater protection fund created
29in section 455E.11 to the department of natural resources for
30the fiscal year beginning July 1, 2023, and ending June 30,
312024, from those moneys that are not allocated pursuant to
32that section, the following amount, or so much thereof as is
33necessary, to be used for the purposes designated:
   34For purposes of supporting the department’s protection
35of the state’s groundwater, including for administration,
-7-1regulation, and programs, and for salaries, support,
2maintenance, equipment, and miscellaneous purposes:

4   Sec. 8.  Section 455E.11, subsection 2, paragraph b,
5subparagraph (2), subparagraph division (a), Code 2023, is
6amended to read as follows:
   7(a)  Thirty-five percent is appropriated annually to the
8Iowa nutrient research fund created in section 466B.46. Of the
9moneys appropriated pursuant to this subparagraph division,
10five hundred thousand dollars or one-third of the moneys
11appropriated, whichever is higher, shall be deposited in the
12water quality initiative fund created in section 466B.45
13for purposes of supporting the water quality initiative
14administered by the division of soil conservation and water
15quality as provided in section 466B.42.

16   Sec. 9.  Section 466B.47, subsection 4, Code 2023, is amended
17by striking the subsection.
18DESIGNATED APPROPRIATIONS From MISCELLANEOUS FUNDS
19   Sec. 10.  SPECIAL SNOWMOBILE FUND — SNOWMOBILE
20PROGRAM.
  There is appropriated from the special snowmobile
21fund created under section 321G.7 to the department of natural
22resources for the fiscal year beginning July 1, 2023, and
23ending June 30, 2024, the following amount, or so much thereof
24as is necessary, to be used for the purposes designated:

8to Iowa state university of science and technology for the
9fiscal year beginning July 1, 2023, and ending June 30, 2024,
10the following amount, or so much thereof as is necessary, to be
11used for the purposes designated:
   12For purposes of supporting the college of veterinary
13medicine for the operation of the veterinary diagnostic
14laboratory and for not more than the following full-time
15equivalent positions:

   182.  a.  Iowa state university of science and technology
19shall not reduce the amount that it allocates to support the
20college of veterinary medicine from any other source due to the
21appropriation made in this section.
   22b.  Paragraph “a” does not apply to a reduction made to
23support the college of veterinary medicine, if the same
24percentage of reduction imposed on the college of veterinary
25medicine is also imposed on all of Iowa state university of
26science and technology’s budget units.
   273.  If by June 30, 2024, Iowa state university of science and
28technology fails to allocate the moneys appropriated in this
29section to the college of veterinary medicine in accordance
30with this section, the moneys appropriated in this section for
31that fiscal year shall revert to the general fund of the state.
32   Sec. 14.  LIVESTOCK DISEASE RESEARCH.
   331.  There is appropriated from the general fund of the state
34to Iowa state university of science and technology for the
35fiscal year beginning July 1, 2023, and ending June 30, 2024,

2used for the purposes designated:

   62.  Moneys appropriated under subsection 1 shall be used

11   Sec. 15.  IOWA NUTRIENT REDUCTION FUND — VETERINARY
12DIAGNOSTIC LABORATORY.
   Notwithstanding section 466B.46, there
13is appropriated from the Iowa nutrient research fund created
14in section 466B.46 to Iowa state university of science and
15technology for the fiscal year beginning July 1, 2023, and
16ending June 30, 2024, the following amount, or so much thereof
17as is necessary, to be used for the purpose designated:
   18For the purpose of supporting the college of veterinary
19medicine for the operation of the veterinary diagnostic
20laboratory:

23STATE UNIVERSITY OF IOWA
24SPECIAL GENERAL FUND Appropriations
25   Sec. 16.  IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH
26(I-CASH).
   271.  There is appropriated from the general fund of the state
28to the state university of Iowa for the fiscal year beginning
29July 1, 2023, and ending June 30, 2024, the following amount,
30or so much thereof as is necessary, to be used for the purposes
31designated:
   32For supporting the operations of Iowa’s center for
33agricultural safety and health, as part of the university’s
34college of public health, and in cooperation with the
35department of agriculture and land stewardship, to anticipate,
-11-1recognize, and prevent occupational illness and injury among
2members of the agricultural community:

   42.  a.  As a condition of the appropriation made in
5subsection 1, the state university of Iowa shall retain the
6director of Iowa’s center for agricultural safety and health
7employed on the effective date of this division of this Act for
8at least the same number of hours for the fiscal year beginning
9July 1, 2023, as worked by the director during the fiscal year
10beginning July 1, 2022.
   11b.  As a condition of the appropriation made in subsection
121, the state university of Iowa shall not reduce the amount
13allocated to support Iowa’s center for agricultural safety and
14health from any other source due to the appropriation made in
15subsection 1.
   163.  If by June 30, 2024, the state university of Iowa fails
17to use the moneys appropriated in subsection 1 in accordance
18with the purposes and conditions of subsections 1 and 2, any
19unencumbered or unobligated moneys appropriated in subsection
201 for the fiscal year beginning July 1, 2023, and ending June
2130, 2024, shall revert to the general fund of the state. In
22addition, if moneys revert as required pursuant to section
238.33, the state university of Iowa shall transfer to the
24general fund of the state from any otherwise unencumbered or
25unobligated moneys from any other general fund appropriation or
26from any moneys available from other funding sources an amount
27equal to the amount appropriated in subsection 1 less any
28amount that reverted to the general fund of the state pursuant
29to section 8.33.
30DIVISION V
31environment first fund
32general appropriations
33   Sec. 17.  DEPARTMENT OF AGRICULTURE AND LAND
34STEWARDSHIP.
  There is appropriated from the environment first
35fund created in section 8.57A to the department of agriculture
-12-1and land stewardship for the fiscal year beginning July 1,
22023, and ending June 30, 2024, the following amounts, or so
3much thereof as is necessary, to be used for the purposes
4designated:
   51.  CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP)
   6a.  For the conservation reserve enhancement program to
7restore and construct wetlands for the purposes of intercepting
8tile line runoff, reducing nutrient loss, improving water
9quality, and enhancing agricultural production practices:

   11b.  Not more than 10 percent of the moneys appropriated
12in paragraph “a” may be used for costs of administration and
13implementation of soil and water conservation practices.
   14c.  Notwithstanding any other provision of law, the
15department may use moneys appropriated in this subsection,
16in combination with other appropriate environment first
17fund appropriations, for cost sharing to match United States
18department of agriculture, natural resources conservation
19service, wetlands reserve enhancement program (WREP) funding
20available to Iowa.
   212.  WATERSHED PROTECTION
   22a.  For continuation of a program that provides
23multiobjective resource protections for flood control, water
24quality, erosion control, and natural resource conservation:

   26b.  Not more than 10 percent of the moneys appropriated
27in paragraph “a” may be used for costs of administration and
28implementation of soil and water conservation practices.
   293.  CONSERVATION RESERVE PROGRAM (CRP)
   30a.  To encourage and assist farmers in enrolling in and the
31implementation of the federal conservation reserve program and
32to work with them to enhance their revegetation efforts to
33improve water quality and habitat:

   35b.  Not more than 10 percent of the moneys appropriated

2implementation of soil and water conservation practices.
   34.  SOIL AND WATER CONSERVATION
   4a.  For use by the department in providing for soil and water
5conservation:

   7b.  (1)  Of the amount appropriated in paragraph “a”, for
8transfer to the hungry canyons account of the loess hills
9development and conservation fund created in section 161D.2:

   11(2)  Not more than 10 percent of the moneys transferred to
12the fund’s hungry canyons account as provided in subparagraph
13(1) may be used for administrative costs.
   14c.  Of the remaining amount appropriated in paragraph “a”,
15for use by the department in providing for soil and water
16conservation administration, the conservation of soil and
17water resources, or the support of soil and water conservation
18districts:

   20d.  Of the amount appropriated in paragraph “c” that the
21department allocates to a soil and water conservation district,
22the first $15,000 may be expended by the district for the
23purpose of providing financial incentives under section 161A.73
24to establish management practices for the control of soil
25erosion on land that is row-cropped, including but not limited
26to nontill planting, ridge-till planting, and contouring
27strip-cropping. Of any remaining amount of that appropriation
28allocated by the department to a district, 30 percent may be
29expended by the district for that same purpose.
   30e.  Not more than 5 percent of the moneys appropriated in
31paragraph “c” may be allocated for cost sharing to address
32complaints filed under section 161A.47.
   33f.  Of the moneys appropriated in paragraph “c”, 5 percent
34shall be allocated for financial incentives to establish
35practices to protect watersheds above publicly owned lakes of
-14-1the state from soil erosion and sediment as provided in section
2161A.73.
   3g.  The state soil conservation and water quality committee
4established by section 161A.4 may allocate moneys appropriated
5in paragraph “c” to conduct research and demonstration projects
6to promote conservation tillage and nonpoint source pollution
7control practices.
   8h.  The allocation of moneys as financial incentives as
9provided in section 161A.73 may be used in combination with
10moneys allocated by the department of natural resources.
   11i.  Not more than 15 percent of the moneys appropriated
12in paragraph “c” may be used for costs of administration and
13implementation of soil and water conservation practices.
   145.  SOIL AND WATER CONSERVATION — ADMINISTRATION
   15a.  For use by the department for costs of administration and
16implementation of soil and water conservation practices:

   18b.  Of the moneys appropriated in paragraph “a”, $150,000
19is allocated to support field staff providing technical
20assistance.
21   Sec. 18.  DEPARTMENT OF NATURAL RESOURCES.  There is

24year beginning July 1, 2023, and ending June 30, 2024, the
25following amounts, or so much thereof as is necessary, to be

28   Sec. 20.  STATE UNIVERSITY OF IOWA — IOWA GEOLOGICAL
29SURVEY.
  There is appropriated from the environment first
30fund created in section 8.57A to the state university of Iowa
31for the fiscal year beginning July 1, 2023, and ending June
3230, 2024, the following amounts, or so much thereof as is
33necessary, to be used for the purposes designated:
   341.  OPERATIONS
   35For purposes of supporting the operations of the Iowa

15   Sec. 21.  REVERSION.
  161.  a.  Except as provided in paragraph “b”, and
17notwithstanding section 8.33, moneys appropriated for the
18fiscal year beginning July 1, 2023, in this division of this
19Act that remain unencumbered or unobligated at the close of
20the fiscal year shall not revert but shall remain available
21for expenditure for the purposes designated until the close of
22the succeeding fiscal year, or until the project for which the
23appropriation was made is completed, whichever is earlier.
   24b.  Notwithstanding section 8.33, moneys appropriated for
25the fiscal year beginning July 1, 2023, in this division of
26this Act to the department of agriculture and land stewardship
27to provide financial assistance for the establishment of
28permanent soil and water conservation practices that remain
29unencumbered or unobligated at the close of the fiscal year
30shall not revert but shall remain available for expenditure
31for the purposes designated until the close of the fiscal year
32beginning July 1, 2026.
   332.  Subsection 1 does not apply to moneys transferred
34pursuant to this division of this Act to the loess hills
35development and conservation fund created in section 161D.2,
-17-1which shall not revert as provided in that section.
2DIVISION VI
3ENVIRONMENT FIRST FUND
4SPECIAL APPROPRIATIONS
5   Sec. 22.  WATER QUALITY INITIATIVE — DEPARTMENT OF
6AGRICULTURE AND LAND STEWARDSHIP.
   71.  There is appropriated from the environment first fund
8created in section 8.57A to the department of agriculture
9and land stewardship for the fiscal year beginning July 1,
102023, and ending June 30, 2024, the following amount, or so
11much thereof as is necessary, to be used for the purposes
12designated:
   13For deposit in the water quality initiative fund created in
14section 466B.45, for purposes of supporting the water quality
15initiative administered by the division of soil conservation
16and water quality as provided in section 466B.42, including
17salaries, support, maintenance, and miscellaneous purposes:

   192.  a.  The moneys appropriated in subsection 1 shall be
20used to support projects in subwatersheds as designated by the
21division that are part of high-priority watersheds identified
22by the water resources coordinating council established
23pursuant to section 466B.3.
   24b.  The moneys appropriated in subsection 1 shall be used to
25support projects in watersheds generally, including regional
26watersheds, as designated by the division and high-priority
27watersheds identified by the water resources coordinating
28council established pursuant to section 466B.3.
   293.  In supporting projects in subwatersheds and watersheds
30as provided in subsection 2, all of the following apply:
   31a.  The demonstration projects shall utilize water quality
32practices as described in the Iowa nutrient reduction strategy
33as defined in section 455B.171.
   34b.  The division shall implement demonstration projects as
35provided in paragraph “a” by providing for participation by
-18-1persons who hold a legal interest in agricultural land used in
2farming. To every extent practical, the division shall provide
3for collaborative participation by such persons who hold a
4legal interest in agricultural land located within the same
5subwatershed.
   6c.  The division shall implement a demonstration project on
7a cost-share basis as determined by the division. However,
8except for edge-of-field practices, the state’s share of the
9amount shall not exceed 50 percent of the estimated cost of
10establishing the practice as determined by the division or
1150 percent of the actual cost of establishing the practice,
12whichever is less.
   13d.  The demonstration projects shall be used to educate other
14persons about the feasibility and value of establishing similar
15water quality practices. The division shall promote field day
16events for purposes of allowing interested persons to establish
17water quality practices on their agricultural land.
   18e.  The division shall conduct water quality evaluations
19within supported subwatersheds. Within a reasonable period
20after accumulating information from such evaluations, the
21division shall create an aggregated database of water quality
22practices. Any information identifying a person holding a
23legal interest in agricultural land or specific agricultural
24land shall be a confidential record under section 22.7.
   254.  The moneys appropriated in subsection 1 shall be used
26to support education and outreach in a manner that encourages
27persons who hold a legal interest in agricultural land used for
28farming to implement water quality practices, including the
29establishment of such practices in watersheds generally, and
30not limited to subwatersheds or high-priority watersheds.
   315.  The moneys appropriated in subsection 1 may be used
32to contract with persons to coordinate the implementation of
33efforts provided in this section.
   346.  The moneys appropriated in subsection 1 may be used by
35the department to support urban soil and water conservation
-19-1efforts, which may include but are not limited to management
2practices related to bioretention, landscaping, the use of
3permeable or pervious pavement, and soil quality restoration.
4The moneys shall be allocated on a cost-share basis as provided
5in chapter 161A.
   67.  Notwithstanding any other provision of law to the
7contrary, the department may use moneys appropriated in
8subsection 1 to carry out the provisions of this section on a
9cost-share basis in combination with other moneys available to
10the department from a state or federal source.
   118.  Not more than 10 percent of the moneys appropriated in
12this section may be used to pay for the costs of administering
13and implementing the water quality initiative by the
14department’s division of soil conservation and water quality as
15provided in section 466B.42 and this section.
16DIVISION VII
17IOWA RESOURCES ENHANCEMENT AND PROTECTION — open spaces
18   Sec. 23.  REAP — IN LIEU OF GENERAL FUND APPROPRIATION.In
19lieu of the standing appropriation in section 455A.18, there is
20appropriated from the environment first fund created in section
218.57A to the Iowa resources enhancement and protection fund
22for the fiscal year beginning July 1, 2023, and ending June
2330, 2024, the following amount, to be allocated as provided in
24section 455A.19:

26   Sec. 24.  REAP — OPEN SPACES ACCOUNT —
27STATE PARK MAINTENANCE, OPERATIONS, AND FACILITY
28REFURBISHMENT.
  Notwithstanding section 455A.19, subsection 1,
29paragraph “a”, subparagraph (1), of the moneys allocated to
30the open spaces account of the Iowa resources enhancement and
31protection fund, up to $1,000,000 may be used by the department
32of natural resources for state park maintenance, development
33operations, and facility refurbishment for the fiscal year
34beginning July 1, 2023, and ending on June 30, 2024.
35   Sec. 25.  Section 465A.1, subsection 2, paragraph b, Code
-20-12023, is amended by striking the paragraph.
