9infants and toddlers in low-income families. Priority shall be
10given to those organizations that have previously qualified for
11and received state funding to administer an early head start

   138.  TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS
   14a.  To provide moneys for costs of providing textbooks
15to each resident pupil who attends a nonpublic school as
16authorized by section 301.1:

   20a.  For purposes of purchasing a statewide license for an
21early warning assessment and administering the early warning
22system for literacy established in accordance with section
23279.68 and rules adopted in accordance with section 256.7,

   26b.  The department shall administer and distribute to school
27districts and accredited nonpublic schools the early warning
28assessment system that allows teachers to screen and monitor
29student literacy skills from prekindergarten through grade
30six. The department may charge school districts and accredited
31nonpublic schools a fee for the system not to exceed the actual
32costs to purchase a statewide license for the early warning
33assessment minus the moneys received by the department under
34this subsection. The fee shall be determined by dividing the
35actual remaining costs to purchase the statewide license for

2system in the current fiscal year. School districts may use
3moneys received pursuant to section 257.10, subsection 11, and
4moneys received for purposes of implementing section 279.68,
5subsection 2, to pay the early warning assessment system fee.
   618.  IOWA READING RESEARCH CENTER
   7a.  For purposes of the Iowa reading research center in
8order to implement, in collaboration with the area education
9agencies, the provisions of section 256.9, subsection 49,
10paragraph “c”:

   12b.  From moneys appropriated in this subsection, not more
13than $_______ shall be used for collaborations with the state
14board of education relating to the approval of practitioner
15preparation programs pursuant to section 256.7, subsection 3,

   3019.  COMPUTER SCIENCE PROFESSIONAL DEVELOPMENT INCENTIVE
31FUND
   32For deposit in the computer science professional development
33incentive fund established under section 284.6A:

   3520.  CHILDREN’S MENTAL HEALTH SCHOOL-BASED TRAINING AND

   2a.  For distribution to area education agencies for
3school-based children’s mental health services, including
4mental health awareness training for educators:

12this paragraph shall be distributed to, an existing statewide

14grief and loss services to children. For the fiscal year

16care organization receiving moneys pursuant to this paragraph
17shall prepare a report, in collaboration with the department
18of education, detailing the expenditures of moneys used for
19the purposes of this program and its outcomes, which shall be
20submitted to the general assembly by September 30, 2024.
   2121.  BEST BUDDIES IOWA
   22a.  For school districts to create opportunities for
23one-to-one friendships, integrated employment, and leadership
24development for students with intellectual and developmental
25disabilities:

28the distribution of moneys appropriated under this subsection
29and shall require an organization receiving moneys under this
30subsection to annually report student identifying data for
31students participating in the program to the department in the

21college students through a public-private partnership, as
22well as opportunities for students and faculties at these
23institutions to secure broad-based information technology

   28(3)  Instructional software for classroom and student use.
   29(4)  Certification of skills and competencies in a broad base
30of information technology-related skill areas.

   32(6)  Deployment and program support, including but not
33limited to integration with current curriculum standards.
   34d.  Notwithstanding section 8.33, of the moneys appropriated
35in this subsection that remain unencumbered or unobligated at

2than 5 percent of the amount appropriated in this subsection
3shall not revert but shall remain available for expenditure for

6created pursuant to section 261.72, as amended by 2023 Iowa
7Acts, Senate File 514, for the fiscal year beginning July 1,
82023, and ending June 30, 2024, may be used for purposes of the
9chiropractic loan forgiveness program established in section
10261.73, as amended by 2023 Iowa Acts, Senate File 514.
11   Sec. 5.  PRESCRIPTION DRUG COSTS.  The department of
12administrative services shall pay the Iowa school for the
13deaf and the Iowa braille and sight saving school the moneys
14collected from the counties during the fiscal year beginning
15July 1, 2023, for expenses relating to prescription drug costs
16for students attending the Iowa school for the deaf and the
17Iowa braille and sight saving school.

32   Sec. 7.  ENERGY COST-SAVINGS PROJECTS — FINANCING.  For
33the fiscal year beginning July 1, 2023, and ending June 30,
342024, the state board of regents may use notes, bonds, or
35other evidences of indebtedness issued under section 262.48 to
-19-1finance projects that will result in energy cost savings in an
2amount that will cause the state board to recover the cost of
3the projects within an average of six years.

5sTANDING appropriations
6   Sec. 8.  AT-RISK CHILDREN.  Notwithstanding the standing
7appropriation in section 279.51 for the fiscal year beginning
8July 1, 2023, and ending June 30, 2024, the amount appropriated
9from the general fund of the state to the department of
10education for programs for at-risk children under section
11279.51 shall be not more than $__________. The amount of any
12reduction in this section shall be prorated among the programs
13specified in section 279.51, subsection 1, paragraphs “a”, “b”,
14and “c”.
15   Sec. 9.  WORK-STUDY APPROPRIATION.  Notwithstanding section
16261.85, as amended by 2023 Iowa Acts, Senate File 514, for the
17fiscal year beginning July 1, 2023, and ending June 30, 2024,
18the amount appropriated from the general fund of the state
19to the college student aid commission of the department of
20education for the work-study program under section 261.85, as
21amended by 2023 Iowa Acts, Senate File 514, shall be zero.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill appropriates moneys for FY 2023-2024 from the
26general fund of the state and other funds to the department for
27the blind, the department of education, and the state board
28of regents and its institutions. The bill is organized by
29divisions.
   30DEPARTMENT FOR THE BLIND. The bill appropriates moneys to
31the department for the blind for its administration.
   32DEPARTMENT OF EDUCATION. The bill appropriates moneys to
33the department of education for purposes of the department’s
34general administration; career and technical education
35administration; public broadcasting division; career and
-20-1technical education reimbursement; school food service;
2expansion of the federal Individuals with Disabilities
3Education Improvement Act birth through age three services;
4early head start projects; textbooks for nonpublic school
5pupils; the student achievement and teacher quality program;
6statewide student assessment; statewide clearinghouse to
7expand work-based learning; postsecondary summer classes for
8high school students program; jobs for America’s graduates
9specialists; attendance center performance/general internet
10site and data system support; the online state job posting
11system; successful progression for early readers; an early
12warning system for literacy; the Iowa reading research center;
13computer science professional development incentive fund;
14children’s mental health school-based training and support;
15for school districts for students with intellectual and
16developmental disabilities; distribution to the midwestern
17higher education compact to pay Iowa’s member state annual

22payment of claims for reimbursement submitted for therapeutic

   24The bill includes appropriations to the department of
25education for the college student aid commission for general
26administrative purposes, administration of the future ready
27Iowa skilled workforce last-dollar scholarship program, the
28health care professional recruitment program, the national
29guard service scholarship program, the all Iowa opportunity
30scholarship program, the teach Iowa scholar program, the rural
31Iowa primary care loan repayment program, the health care
32loan repayment program, the rural veterinarian loan repayment
33program, the future ready Iowa skilled workforce last-dollar
34scholarship program, and the mental health professional loan
35repayment program.
