3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. COUNTY PARK IMPROVEMENT GRANTS — APPROPRIATION.
21. There is appropriated from the general fund of the state
3to the department of natural resources for the fiscal year
4beginning July 1, 2023, and ending June 30, 2024, the following
5amount, or so much thereof as is necessary, to be used for the
6purpose designated:
7To issue grants to counties for the improvement of county
8parks:

102. The department of natural resources shall issue a grant
11of fifty thousand dollars to each county in this state from the
12moneys appropriated pursuant to this section. Of the amount
13remaining, the department shall issue a grant to each county
14based proportionally on the population of the county according
15to the 2020 federal decennial census.
163. A county shall use moneys received pursuant to subsection
172 to fund improvement projects at county parks within the
18county. A county has until June 30, 2027, to use moneys
19granted for this purpose. Moneys that fail to be used for
20the improvement of county parks in a timely manner shall be
21made available to the department of natural resources for the
22improvement of state parks.
234. For purposes of section 8.33, unless specifically
24provided otherwise, moneys appropriated in subsection 1 that
25remain unencumbered or unobligated shall not revert but shall
26remain available for expenditure for the purposes designated
27until the close of the fiscal year that ends four years after
28the end of the fiscal year for which the appropriation was
29made.
30EXPLANATION
31The inclusion of this explanation does not constitute agreement with
32the explanation’s substance by the members of the general assembly.
33This bill appropriates $10 million to the department of
34natural resources (DNR) for FY 2023-2024 for the purpose of
35issuing grants to counties for the improvement of county parks.
-1-1DNR shall issue a grant of $50,000 to each county and a grant
2from the remaining amount of the appropriation to each county
3based proportionally on the population of the county according
4to the 2020 federal decennial census.
5A county shall use moneys received pursuant to the bill to
6fund improvement projects at county parks within the county.
7A county has until June 30, 2027, to use moneys granted for
8this purpose. Moneys that fail to be used for the improvement
9of county parks in a timely manner shall be made available to
10DNR for the improvement of state parks. Moneys appropriated
11pursuant to the bill that remain unencumbered or unobligated
12shall not revert but shall remain available for expenditure
13for the purposes designated in the bill until the close of FY
