4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 20.3, subsection 11, Code 2023, is
2amended by adding the following new paragraph:
3 NEW PARAGRAPH. g. A correctional officer employed by the
4Iowa department of corrections.
5 Sec. 2. APPLICABILITY. This Act applies to collective
6bargaining procedures pursuant to chapter 20 initiated on or
7after the effective date of this Act.
8EXPLANATION
9The inclusion of this explanation does not constitute agreement with
10the explanation’s substance by the members of the general assembly.
11This bill designates correctional officers employed by the
12Iowa department of corrections as public safety employees
13for the purposes of Code chapter 20, the public employment
14relations Act. Code chapter 20 and Code chapter 400 include
15collective bargaining procedures specifically applicable
16to public safety employees that are not applicable to other
17public employees, including procedures relating to the scope of
18collective bargaining negotiations, arbitration procedures, and
19certain matters relating to city civil service employment.
20The bill applies to collective bargaining procedures
21pursuant to Code chapter 20 initiated on or after the effective
22date of the bill.
