3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  IOWA LAW ENFORCEMENT ACADEMY — GENERAL
2ELIGIBILITY REQUIREMENTS FOR LAW ENFORCEMENT OFFICERS.
  The
3Iowa law enforcement academy shall amend its administrative
4rules pursuant to chapter 17A to provide that a law enforcement
5officer must either be a citizen of the United States or a
6lawful resident of the United States who has been in the
7United States legally for at least five years and has legal
8authorization to work in the United States.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill relates to minimum eligibility requirements for
13Iowa law enforcement officers.
   14Under current law, no person may be selected or appointed as
15a law enforcement officer unless the person is a citizen of the
16United States.
   17The bill directs the Iowa law enforcement academy to amend
18its administrative rules concerning general eligibility
19requirements for law enforcement officers to also allow a
20person who is a lawful resident of the United States who has
21been in the United States legally for at least five years and
22has legal authorization to work in the United States to be
23selected or appointed as a law enforcement officer.
