2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 481A.38, subsection 1, paragraph b, Code
22023, is amended to read as follows:
   3b.  The commission shall adopt a rule permitting a
4crossbow to be used only by individuals with disabilities
5who are physically incapable of using a bow and arrow under
6the conditions in which a bow and arrow is permitted. The
7commission shall prepare an application to be used by an
8individual requesting the status. The application shall
9require the individual’s physician or physical therapist
10licensed under chapter 148A
to sign a statement declaring that
11the individual is not physically able to use a bow and arrow.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15This bill relates to persons eligible to hunt with a
16crossbow. Current law requires the natural resource commission
17to adopt a rule permitting a crossbow to be used only by
18individuals with disabilities who are physically incapable of
19using a bow and arrow under the conditions in which a bow and
20arrow is permitted. A person must submit an application signed
21by the person’s physician declaring that the individual is not
22physically able to use a bow and arrow. The bill allows the
23person’s physical therapist licensed under Code chapter 148A to
24sign the declaration on the application.
