3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.8, Code 2023, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  10.  a.  As used in this subsection:
   4(1)  “Family member” means a person who is a parent,
5stepparent, child, stepchild, sibling, stepsibling,
6grandparent, grandchild, or spouse.
   7(2)  “Resident” means a person who has applied for and
8received deer hunting licenses under section 483A.24,
9subsection 2, paragraph “c”.
   10b.  Notwithstanding subsection 3, a nonresident who is a
11family member of a resident may purchase a special nonresident
12family member deer hunting license for a fee that is one-half
13the fee for a nonresident deer hunting license established by
14rule pursuant to section 483A.1. A nonresident may only use a
15nonresident family member deer hunting license while hunting
16with a resident who is a family member of the nonresident
17on the property for which the resident received deer hunting
18licenses under section 483A.24, subsection 2, paragraph “c”. A
19person using a nonresident family member deer hunting license
20is entitled to the same privileges as a person using a resident
21deer hunting license and the nonresident family member deer
22hunting license shall not be subject to quotas or requirements
23imposed on nonresidents, except that a person issued a license
24under this subsection is required to purchase an annual
25nonresident hunting license.
26EXPLANATION
27The inclusion of this explanation does not constitute agreement with
28the explanation’s substance by the members of the general assembly.
   29This bill creates a special deer hunting license available
30to certain nonresident family members.
   31In order to hunt deer under current law, a nonresident who
32does not own land in Iowa may apply for an antlered or any sex
33deer hunting license that is subject to a specified zone and an
34annual quota. A nonresident who is unsuccessful in acquiring
35an antlered or any sex deer hunting license receives preference
-1-1to purchase an antlerless deer only deer hunting license.
   2The bill allows a nonresident who is a family member of a
3resident to purchase a nonresident family member deer hunting
4license for a fee that is one-half the fee of a nonresident
5deer hunting license established by the natural resource
6commission by rule. A nonresident may only use a nonresident
7family member hunting license while hunting with a resident
8who is a family member of the nonresident on the property for
9which the resident received deer hunting licenses under Code
10section 483A.24(2)(c). A person using a nonresident family
11member deer hunting license is entitled to the same privileges
12as a person using a resident deer hunting license and the
13nonresident family member deer hunting license is not subject
14to requirements or quotas imposed on nonresidents. However,
15the nonresident family member is required to purchase an annual
16nonresident hunting license. For purposes of the bill, “family
17member” means a person who is a parent, stepparent, child,
18stepchild, sibling, stepsibling, grandparent, grandchild, or
19spouse and “resident” means a person who has applied for and
20received deer hunting licenses under Code section 483.24(2)(c).
