4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT OF HUMAN SERVICES — EXPANSION OF BED
2CAPACITY AT MENTAL HEALTH INSTITUTES.
  There is appropriated
3from the general fund of the state to the department of health
4and human services for the fiscal year beginning July 1, 2023,
5and ending June 30, 2024, an amount necessary to be used for
6the purposes of expanding bed capacity at the state mental
7health institute at Cherokee by an additional twelve adult beds
8and six adolescent beds, and expanding the bed capacity at the
9state mental health institute at Independence by an additional
10twenty adult beds and eight adolescent beds. Notwithstanding
11section 8.33, moneys appropriated that remain unencumbered or
12unobligated at the close of the fiscal year shall not revert
13but shall remain available for expenditure for the purposes
14designated until the close of the succeeding fiscal year.
15   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
16importance, takes effect upon enactment.
17EXPLANATION
18The inclusion of this explanation does not constitute agreement with
19the explanation’s substance by the members of the general assembly.
   20This bill appropriates moneys to the department of health
21and human services for FY 2023-2024 an amount necessary to
22expand the bed capacity of the mental health institute at
23Cherokee by an additional 12 adult beds and 6 adolescent
24beds, and to expand the bed capacity of the mental health
25institute at Independence by an additional 20 adult beds and 8
26adolescent beds. Moneys appropriated that remain unencumbered
27or unobligated at the close of the fiscal year shall not revert
28but shall remain available for expenditure for the purposes
29designated until the close of the succeeding fiscal year.
   30The bill takes effect upon enactment.
