4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 256E.7, subsection 4, Code 2023, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  c.  A charter school may pay a stipend
4to a student who is fulfilling the requirements associated
5with the student teaching experience established pursuant to
6section 256.16, subsection 1, paragraph “c”, at the charter
7school in an amount not more than the lowest annual salary the
8charter school governing board pays to a teacher employed by
9the charter school, prorated to the number of days the student
10is present at the charter school during the student teaching
11experience.
12   Sec. 2.  NEW SECTION.  280.33  Student teachers — stipends.
   13The board of directors of a school district and the
14authorities in charge of an accredited nonpublic school may
15pay a stipend to a student who is fulfilling the requirements
16associated with the student teaching experience established
17pursuant to section 256.16, subsection 1, paragraph “c”, at the
18school district or accredited nonpublic school in an amount
19not more than the lowest annual salary the board of directors
20of the school district or the authorities in charge of the
21accredited nonpublic school pays to a teacher employed by the
22school district or accredited nonpublic school, prorated to the
23number of days the student is present at the school district
24or accredited nonpublic school during the student teaching
25experience.
26   Sec. 3.  Section 294.1, Code 2023, is amended to read as
27follows:
   28294.1  Qualifications — compensation prohibited — student
29teacher stipends
.
   301.  a.  A person shall not be employed as a teacher in
31a public or accredited nonpublic school without having a
32certificate issued by some officer duly authorized by law.
   332.    b.  Compensation shall not be recovered by a teacher for
34services rendered while without such certificate.
   352.  Notwithstanding subsection 1, a public school,
-1-1accredited nonpublic school, or charter school may pay a
2stipend to a student who is fulfilling the requirements
3associated with the student teaching experience established
4pursuant to section 256.16, subsection 1, paragraph “c”.
5EXPLANATION
6The inclusion of this explanation does not constitute agreement with
7the explanation’s substance by the members of the general assembly.
   8This bill authorizes school districts, accredited nonpublic
9schools, and charter schools to pay stipends to student
10teachers. The bill limits the amount of the stipend to an
11amount not more than the lowest annual salary the school pays
12to a teacher employed by the school, prorated to the number of
13days the student is present at the school during the student
14teaching experience. The bill makes conforming changes to
15Code section 294.1 (teacher qualifications and compensation
16prohibitions).
