4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  266.50  Cybersecurity simulation
2training center.
   31.  The cybersecurity simulation training center is
4established in the center for cybersecurity innovation
5and outreach at the Iowa state university of science and
6technology.
   72.  The cybersecurity simulation training center shall
8conduct and sponsor research and activities that enable persons
9to develop strategies to counter cybersecurity threats and
10mitigate the damage resulting from a cybersecurity attack.
   113.  The cybersecurity simulation training center shall be
12available to businesses, state agencies, political subdivisions
13of the state, students, and educators, and shall support all
14of the following:
   15a.  Cybersecurity training exercises.
   16b.  Case studies.
   17c.  Student events and competitions.
   18d.  Training exercises for educators.
   19e.  Cybersecurity workforce development.
20   Sec. 2.  STATE BOARD OF REGENTS — CYBERSECURITY SIMULATION
21TRAINING CENTER — APPROPRIATION.
  There is appropriated from
22the general fund of the state to the state board of regents for
23the fiscal year beginning July 1, 2023, and ending June 30,
242024, the following amount, or so much thereof as is necessary,
25to be used for the purposes designated:
   26For purposes of the cybersecurity simulation training
27center at the Iowa state university of science and technology
28established pursuant to section 266.50, as enacted in this Act:

30   Sec. 3.  CODE EDITOR DIRECTIVE.  The Code editor may
31designate section 266.50, as enacted in this Act, as a new
32subchapter within chapter 266, entitled “cybersecurity
33simulation training center”.
34EXPLANATION
35The inclusion of this explanation does not constitute agreement with
-1-1the explanation’s substance by the members of the general assembly.
   2This bill establishes the cybersecurity simulation training
3center at the Iowa state university of science and technology.
4The bill requires the center to conduct and sponsor research
5and activities that enable persons to develop strategies to
6counter cybersecurity threats and mitigate the damage resulting
7from a cybersecurity attack. The bill provides that the center
8shall be available to businesses, state agencies, political
9subdivisions of the state, students, and educators, and shall
10support cybersecurity training exercises, case studies, student
11events and competitions, training exercises for educators, and
12cybersecurity workforce development.
   13The bill appropriates $2.5 million from the general fund of
14the state to the state board of regents for FY 2023-2024 for
15purposes of the center.
