3including effective date provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 97B.49B, subsection 1, paragraph e, Code
22023, is amended by adding the following new subparagraphs:
3   NEW SUBPARAGRAPH.  (17)  Public safety telecommunicators
4as defined in section 80B.11C and employed at a public safety
5answering point as defined in section 34A.2.
6   NEW SUBPARAGRAPH.  (18)  Emergency management coordinators
7and additional emergency management personnel appointed by
8a local emergency management commission pursuant to section
929C.9, subsection 7.
10   Sec. 2.  SERVICE RECLASSIFICATION.  Notwithstanding any
11provision of law to the contrary, a member of the Iowa public
12employees’ retirement system whose prior regular service
13position is reclassified by this Act as a protective occupation
14service position shall have service by such member prior to the
15effective date of this Act coded as service in a protection
16occupation by the Iowa public employees’ retirement system
17if certified by the employer of the member as constituting
18protection occupation service under this Act. Membership
19service shall be reclassified as provided by this Act without
20any requirement to pay additional contributions for the payment
21of the related actuarial costs of such reclassified service.
22   Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of immediate
23importance, takes effect upon enactment.
24EXPLANATION
25The inclusion of this explanation does not constitute agreement with
26the explanation’s substance by the members of the general assembly.
   27This bill provides that persons employed as a public safety
28telecommunicator or as an emergency management coordinator
29under the Iowa public employees’ retirement system (IPERS)
30shall be included within the protection occupation category
31of IPERS. The bill provides that membership service prior
32to the effective date of the bill shall be reclassified
33as protection occupation service without payment of any
34additional contributions to pay the actuarial costs of the
35reclassified service if the employer certifies the employment
