4plan.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  135.172  Iowa Alzheimer’s and
2related dementias state plan — advisory council.
   31.  The department shall establish a multidisciplinary
4advisory council to develop an Iowa Alzheimer’s and related
5dementias state plan including an implementation timeline that
6ensures the state has a coordinated, ongoing, state-specific
7response to Alzheimer’s and related dementias. The department
8shall provide administrative support to the council.
   92.  The multidisciplinary advisory council shall include all
10of the following members:
   11a.  The director of health and human services, or the
12director’s designee.
   13b.  The executive director of the Alzheimer’s association,
14Iowa chapter, or the executive director’s designee.
   15c.  The chairperson of the commission on aging, or the
16chairperson’s designee.
   17d.  The executive director of the Iowa association of area
18agencies on aging, or the executive director’s designee.
   19e.  The executive director of the Iowa public health
20association, or the executive director’s designee.
   21f.  The following members appointed by the governor chosen
22for their expertise or experience in one of the following
23fields:
   24(1)  A provider of residential, health care, or personal care
25services to persons living with dementia.
   26(2)  A social gerontologist or clinical researcher working
27in an educational or clinical setting with expertise in
28dementia.
   29(3)  An advocate with a nonprofit organization whose role
30is to improve services for older adults or those living with
31dementia.
   32(4)  A medical professional with an active practice
33specializing in geriatrics, neurology, or other field closely
34related to dementia.
   35(5)  A caregiver, current or past, for a family member with
-1-1dementia who has experience navigating health care service
2options.
   3(6)  A person who has been diagnosed with dementia.
   43.  a.  The members appointed by the governor shall serve
5terms of two years. If an appointee resigns or is otherwise
6unable to complete the appointed term, the governor shall
7appoint a new member whose expertise or experience satisfies
8the vacated position.
   9b.  The advisory council shall elect a chairperson annually
10from the membership of the council. The advisory council
11shall meet at least quarterly and at such additional times as
12necessary to perform its duties. The advisory council shall
13also meet on the call of the chairperson.
   14c.  The members of the council shall be reimbursed for actual
15and necessary travel and related expenses incurred in the
16discharge of official duties. Each member of the council may
17also be eligible to receive compensation as provided in section
187E.6.
   194.  The advisory council shall do all of the following:
   20a.  Develop an Iowa Alzheimer’s and related dementias state
21plan that, at a minimum, addresses the areas of research and
22data, workforce development and retention, service delivery,
23public safety, outreach and partnerships, policy, and funding,
24and that incorporates the work that was funded by a federal
25Building our Largest Dementia Infrastructure for Alzheimer’s
26Act grant to build, sustain, and grow public health capacity to
27address Alzheimer’s, dementia, cognitive health, and dementia
28caregiving across the state.
   29b.  Review and make recommendations regarding progress
30toward the goals of the state plan and progress in implementing
31resources and services to serve persons with dementia-related
32diseases around Iowa in the future. Such review and
33recommendations shall include but not be limited to the
34following:
   35(1)  Examining current laws, rules and regulations, and
-2-1policies of the various agencies that interact with services
2for persons with dementia and making recommendations to improve
3the navigation of and provision of care services for persons
4with dementia and their caregivers.
   5(2)  Proposing legislative or administrative changes to
6policies and programs needed for furtherance of the state plan.
   7(3)  Examining available state and federal funding and
8determining how to ensure the most efficient and effective use
9of available resources to fund the state plan.
   10(4)  Locating and assisting departments or partner agencies
11in applying for new funding sources and new opportunities in
12furtherance of the goals of the state plan.
   13c.  Beginning January 1, 2024, and annually thereafter,
14submit a report to the governor and the general assembly
15summarizing, for the prior year, the work of the advisory
16council, the progress made on implementing the state plan, and
17any recommendations including any amendments to the state plan.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill relates to Alzheimer’s and related dementias.
22The bill requires the department of health and human services
23(HHS) to establish a multidisciplinary advisory council
24to develop an Iowa Alzheimer’s and related dementias state
25plan including an implementation timeline that ensures the
26state has a coordinated, ongoing, state-specific response
27to Alzheimer’s and related dementias. The department shall
28provide administrative support to the council.
   29The bill specifies the membership of the multidisciplinary
30advisory council including all of the following or a designee:
31the director of HHS, the executive director of the Alzheimer’s
32association, the chairperson of the commission on aging,
33the executive director of the Iowa association of area
34agencies on aging, and the executive director of the Iowa
35public health association. The advisory council members

2chosen for their expertise or experience in one of the
3following fields: a provider of residential, health care,
4or personal care services to persons living with dementia;
5a social gerontologist or clinical researcher working in an
6educational or clinical setting with expertise in dementia; an

9medical professional with an active practice specializing
10in geriatrics, neurology, or other field closely related to
11dementia; a caregiver, current or past, for a family member
12with dementia who has experience navigating health care service

   14The bill provides the details of membership and
15organization, and for the frequency of meetings of the council.
   16The bill specifies the duties of the council including
17developing an Iowa Alzheimer’s and related dementias state
18plan incorporating the work that was funded by a federal
19Building our Largest Dementia Infrastructure for Alzheimer’s
20Act grant to build, sustain, and grow public health capacity
21to address Alzheimer’s, dementia, cognitive health, and
22dementia caregiving across the state; reviewing and making
23recommendations regarding progress toward the goals of the
24state plan and progress in implementing resources and services
25to serve persons with dementia-related diseases around Iowa
26in the future, including: examining current laws, rules
27and regulations, and policies of the various agencies that
28interact with services for persons with dementia and making
29recommendations to improve the navigation of and provision of
30care services for persons with dementia and their caregivers;
31proposing legislative or administrative changes to policies and
32programs needed for furtherance of the state plan; examining
33available state and federal funding and determining how to
34ensure the most efficient and effective use of available
35resources to fund the state plan; and locating and assisting

2sources and new opportunities in furtherance of the goals of
3the state plan.
   4Beginning January 1, 2024, and annually thereafter, the
5advisory council shall submit a report to the governor and the
6general assembly summarizing, for the prior year, the work of
7the advisory council, the progress made on implementing the
8state plan, and any recommendations including any amendments
9to the state plan.
