5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 20.3, subsection 11, Code 2023, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  g.  An individual employed for the purpose of
4performing installation, maintenance, or other work on electric
5utility lines.
6   Sec. 2.  APPLICABILITY.  This Act applies to collective
7bargaining procedures pursuant to chapter 20 initiated on or
8after the effective date of this Act.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill designates individuals employed for the purpose of
13performing installation, maintenance, or other work on electric
14utility lines as public safety employees for the purposes of
15collective bargaining pursuant to Code chapter 20, the public
16employment relations Act. Code chapter 20 and Code chapter
17400 include collective bargaining procedures specifically
18applicable to public safety employees that are not applicable
19to other public employees, including procedures relating to
20the scope of collective bargaining negotiations, arbitration
21procedures, and certain matters relating to city civil service
22employment.
   23The bill applies to collective bargaining procedures
24pursuant to Code chapter 20 initiated on or after the effective
25date of the bill.
