9BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  INSTITUTIONS OF HIGHER EDUCATION GOVERNED BY THE
2STATE BOARD OF REGENTS — REQUIRED REPORTS.
   31.  By February 27, 2023, the state university of Iowa, in
4consultation with the state board of regents, shall submit a
5report to the general assembly defining with specificity all
6of the following concepts and terms which are used in courses
7related to education that are offered by the university:
   8a.  Teaching with a humanizing orientation.
   9b.  Education core pursuits that center equity.
   10c.  Peacebuilding.
   11d.  Reflective professionals.
   12e.  Authentic formative assessment for economically,
13academically, culturally, racially, and linguistically diverse
14children.
   15f.  Diverse perspectives in United States history.
   16g.  Inquiry-based.
   17h.  Global competence education.
   18i.  Teaching for prejudice reduction.
   19j.  Education for informed and responsible global
20citizenship.
   21k.  Critical media literacy.
   22l.  Culturally responsive classroom.
   23m.  Anti-oppressive literature instruction.
   24n.  Anti-racist and anti-oppressive teaching and learning.
   25o.  Support for educators committed to critical pedagogy and
26anti-racist and anti-oppressive education.
   27p.  Equitable and democratic education.
   28q.  How education is never neutral.
   29r.  Choosing an explicit anti-oppressive stance.
   30s.  Oppressive forces in education.
   31t.  Diversity and identity in kindergarten through grade
32twelve education.
   33u.  Compulsory heterosexuality.
   34v.  Queer identities at all levels of kindergarten through
35grade twelve education.

   1w.  Disproportionate access and privilege within
2institutions that comprise and support public schooling.
   3x.  Teachers and administrators as change agents.
   4y.  Assessing critical student outcomes.
   5z.  Attaining a global perspective.
   6aa.  Perspective consciousness.

   82.  By February 27, 2023, the Iowa state university of
9science and technology, in consultation with the state board of
10regents, shall submit a report to the general assembly defining
11with specificity all of the following concepts and terms which
12are used in courses related to education that are offered by
13the university:
   14a.  Equity of access to education.
   15b.  Competing purposes of education.
   16c.  Social justice orientation to teaching.
   17d.  Philosophies of classroom management that provide
18equitable learning opportunities for students in culturally
19affirming ways.
   20e.  Culturally relevant teaching in prekindergarten through
21grade twelve.
   22f.  Curriculum transformation and social action in
23prekindergarten through grade twelve.
   24g.  Awareness and nature of social justice in relation to the
25educational system.
   26h.  Exploration of justice in education at the levels of
27self, teaching, and systems.
   28i.  Cultural competence.
   29j.  Equitable science teaching.
   30k.  Multicultural and social justice focus on Iowa history.
   31l.  Placing an emphasis on providing equity and
32justice-oriented social studies learning experiences.
   33m.  Equitable pedagogies.
   34n.  Equitable teaching practices.
   35o.  Examination of cultural relevance in education.

   13.  By February 27, 2023, the university of northern Iowa, in
2consultation with the state board of regents, shall submit a
3report to the general assembly defining with specificity all
4of the following concepts and terms which are used in courses
5related to education that are offered by the university:
   6a.  Infant and toddler curriculum.
   7b.  Recent or current trends in curriculum.
   8c.  Advocating for inclusive programs for children ages
9birth through eight.
   10d.  Inclusive early childhood classroom.
   11e.  Current understandings of race, ethnicity, culture, and
12socioeconomic status.
   13f.  Unifying themes.
   14g.  Children’s literature for diversity and social justice.
   15h.  Ideological, cultural, and sociopolitical issues in
16children’s literature.
   17i.  Current models of curriculum development.
   18j.  School library curriculum development.
19   Sec. 2.  INTERIM STUDY COMMITTEE — PRACTITIONER PREPARATION
20PROGRAMS.
   211.  The legislative council is requested to establish an
22interim study committee during the 2023 legislative interim
23to study the program planning for degrees in the colleges of
24education of the institutions of higher education governed
25by the state board of regents and the curriculum necessary
26for completing a degree in elementary education, secondary
27education, or any other major within the institutions’ colleges
28of education.
   292.  The interim study committee shall consist of the
30following members:
   31a.  The chairperson of the committee on education in the
32senate.
   33b.  The chairperson of the committee on education in the
34house of representatives.
   35c.  Two members of the senate appointed by the majority

   2d.  Two members of the house of representatives appointed by
3the speaker of the house of representatives.
   43.  The interim study committee shall submit a final report,
5including findings and recommendations for policy changes, to
6the general assembly by December 31, 2023.
7   Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of immediate
8importance, takes effect upon enactment.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill relates to institutions of higher education
13governed by the state board of regents, including requiring the
14institutions to submit reports to the general assembly related
15to terms associated with courses offered by institutions’
16colleges of education and establishing an interim study
17committee to evaluate practitioner preparation programs offered
18by the institutions.
   19The bill requires the institutions to submit reports to
20the general assembly by February 27, 2023, defining with
21specificity certain specified concepts and terms which are
22used in courses related to education that are offered by the
23institutions.
   24The bill requests that the legislative council establish an
25interim study committee during the 2023 legislative interim
26to study the program planning for degrees in the colleges of
27education of the institutions and the curriculum necessary
28for completing a degree in elementary education, secondary
29education, or any other major within the institutions’ colleges
30of education.
   31The bill provides that the interim study committee shall
32consist of the chairperson of the committee on education in the
33senate, the chairperson of the committee on education in the
34house of representatives, two members of the senate appointed
35by the majority leader of the senate, and two members of the

2of representatives.
   3The bill requires the interim study committee to submit a
4final report to the general assembly by December 31, 2023.
   5The bill takes effect upon enactment.
