3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  217.41D  Emergency food assistance
2— appropriation.
   31.  For the fiscal year beginning July 1, 2023, and for
4each fiscal year thereafter through the fiscal year beginning
5July 1, 2027, there is appropriated from the general fund
6of the state to the department of health and human services
7one million dollars for the support of an Iowa food bank
8association selected by the department of health and human
9services for the purchase of food on behalf of an Iowa
10emergency feeding organization or for the distribution of
11moneys to the Iowa emergency feeding organizations for the
12purchase of food.
   132.  The moneys appropriated in this section shall be
14allocated only to the extent that such moneys are matched on a
15dollar-for-dollar basis.
   163.  Notwithstanding section 8.33, moneys appropriated in
17this section that remain unencumbered or unobligated at the
18close of the fiscal year shall not revert but shall remain
19available for expenditure for the purposes designated until the
20close of the fiscal year beginning July 1, 2027.
   214.  This section is repealed July 1, 2028.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill creates a standing appropriation of $1 million
26from the general fund of the state for the fiscal year
27beginning July 1, 2023, through the fiscal year beginning July
281, 2027, to the department of health and human services for
29support of an Iowa food bank association to buy food on behalf
30of an Iowa emergency feeding organization or distribute the
31moneys to such organizations for the purchase of food.
   32The moneys appropriated shall only be allocated if it is
33matched dollar-for-dollar. Any moneys unused during a fiscal
34year shall remain available for the same purpose until the end
35of the following fiscal year.

   1The new Code section created in the bill is repealed July 1,
