2regents and the institutions of higher education governed by
3the state board of regents, including requiring the board to
4publish certain information related to the average income
5and student debt of institution graduates and requiring the
6institutions to provide career services to undergraduates.
7BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 262.9, Code 2023, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  39.  a.  Develop and publish on the board’s
4internet site a report related to students who have completed
5a baccalaureate degree program at an institution of higher
6education governed by the board that is sortable by graduating
7class, academic major, and institution of higher education and
8that includes all of the following information:
   9(1)  The percentage of students who have completed a master’s
10or doctorate degree program after completing the baccalaureate
11degree program.
   12(2)  The median annual income of students one year, five
13years, and ten years after completing the baccalaureate degree
14program.
   15(3)  The median student loan debt of students who have
16completed the baccalaureate degree program.
   17(4)  The ratio of the student loan debt of students who have
18completed the baccalaureate degree program to the annual gross
19income of such students.
   20(5)  An estimate of the amount of student loan payment
21students who have completed the baccalaureate degree program
22are required to make each month and the amount, expressed as a
23percentage, of such payments related to the students’ monthly
24gross income.
   25b.  Direct the institutions of higher education governed by
26the board to provide the board with the information necessary
27to complete and annually update the report described in
28paragraph “a”.
   29c.  Direct the institutions of higher education governed
30by the board to publish a link to the report described in
31paragraph “a” on the institution’s internet site.
   32d.  Direct the institutions of higher education governed
33by the board to adopt procedures, subject to the approval of
34the board, that connect students who are in the process of
35completing the first year of a baccalaureate degree program at
-1-1an institution with career planning services, career coaching
2services, and related services. The procedures shall prohibit
3a student from registering for classes in the student’s second
4year of the baccalaureate degree program until all of the
5following occur:
   6(1)  The student registers with the institution’s career
7center or career services office.
   8(2)  The student completes a career readiness training
9module provided by the institution.
   10(3)  The institution’s career center or career services
11office provides the student with a link to the report described
12in paragraph “a”.
   13(4)  The student provides a written notice to the institution
14indicating that the student has been provided with the link
15to the report described in paragraph “a” and, if the student
16has declared an academic major, the student understands the
17employment and wage prospects associated with the student’s
18academic major.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
   22This bill relates to the responsibilities of the state board
23of regents and the institutions of higher education governed by
24the state board of regents, including requiring the board to
25publish information related to the average income and student
26debt of students who have completed a baccalaureate program
27and requiring the institutions to provide the board with
28information about such students and adopt procedures designed
29to connect students with career planning services.
   30The bill requires the board to develop and publish on
31the board’s internet site a report related to students
32who have completed a baccalaureate degree program at an
33institution that is sortable by graduating class, academic
34major, and institution. The bill requires this report to
35include information related to the percentage of students
-2-1who have completed a master’s or doctorate degree program
2after completing the baccalaureate degree program; the median
3annual income of students after completing the baccalaureate
4degree program; the median student loan debt of students who
5have completed the baccalaureate degree program; the ratio
6of the student loan debt of students who have completed the
7baccalaureate degree program to the annual gross income of such
8students; and an estimate of the amount of student loan payment
9students who have completed the baccalaureate degree program
10are required to make each month and the amount, expressed as a
11percentage, of such payments related to the students’ monthly
12gross income. The bill also requires the board to direct
13the institutions to provide the board with the information
14necessary to complete and annually update the report and
15publish a link to the report on the institution’s internet
16site.
   17The bill requires the institutions to adopt procedures,
18subject to the approval of the board, that connect students
19who are in the process of completing the first year of a
20baccalaureate degree program with career planning services,
21career coaching services, and related services. The bill
22provides that these procedures shall prohibit a student from
23registering for classes in the student’s second year of the
24baccalaureate degree program until the student registers with
25the institution’s career center; the student completes a career
26readiness training module; the institution’s career center
27provides the student with a link to the report; and the student
28provides a written notice to the institution indicating that
29the student has been provided with the link to the report and,
30if the student has declared an academic major, the student
31understands the employment and wage prospects associated with
32the student’s academic major.
