House Study Bill 50 - IntroducedA Bill ForAn Act 1relating to state child care assistance eligibility for

3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 237A.13, Code 2023, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  1A.  a.  Notwithstanding subsection 1, a
4child shall be automatically eligible for state child care
5assistance if the child’s parent is employed full-time as a
6child care provider at a child care facility or child care home
7registered in the state child care assistance program.
   8b.  Subject to subsection 5, the family of an eligible
9child pursuant to this subsection shall not be required to
10make payments in order to receive state child care assistance
11benefits.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15This bill relates to state child care assistance eligibility
16for children of full-time child care providers.
   17The bill provides that a child shall be automatically
18eligible for state child care assistance (CCA) if the child’s
19parent is employed full-time as a child care provider at
20a child care facility or child care home registered to
21provide child care in the state CCA program. An eligible
22child’s family shall not be required to make copayments in
23order to receive CCA benefits, but child care providers may
24still require families to pay the difference between the CCA
25reimbursement rate and the rate the provider would typically
26charge a private-pay family for child care.
   27The bill notwithstands certain CCA eligibility requirements
28for children in families as described in the bill.
