3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.24, Code 2023, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  16A.  Upon payment of a fee established
4by rules adopted pursuant to section 483A.1 for a lifetime
5trapping license, the department shall issue a lifetime
6trapping license to a resident of Iowa who has served in the
7armed forces of the United States on federal active duty and
8who was disabled during that veteran’s military service. The
9department shall prepare an application to be used by a person
10requesting a lifetime trapping license under this subsection.
11The department of veterans affairs shall assist the department
12in verifying the status or claims of applicants under this
13subsection. As used in this subsection, “disabled” means
14entitled to a service connected rating under 38 U.S.C. ch.11.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill creates a lifetime trapping license for a resident
19of Iowa who has served in the armed forces of the United States
20on federal active duty and who was disabled, as defined in
21the bill, during that veteran’s military service. The bill
22requires the department of natural resources (DNR) to establish
23a fee by rule for the lifetime trapping license and prepare
24an application to be used by a person requesting a lifetime
25trapping license. The department of veterans affairs shall
26assist DNR in verifying the status or claims of applicants.
