3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  135B.36  Hospital policies —
2submission to department — posting.
   31.  A hospital licensed under this chapter shall no later
4than September 1, 2023, submit to the department its policies
5related to all of the following:
   6a.  Admission.
   7b.  Nondiscrimination.
   8c.  Reproductive health care.
   92.  The department shall post a copy of the policies received
10under subsection 1 on the department’s internet site.
   113.  If a hospital makes changes or additions to any of the
12policies specified under subsection 1, the hospital shall
13submit a copy of the changed or added policy to the department
14within thirty days after the hospital approves the change or
15addition.
   164.  A hospital shall post a copy of the policies provided
17under subsection 1 on the hospital’s internet site where
18the policies are readily accessible to the public, without
19requiring a login credential or other restriction.
20   Sec. 2.  CODE EDITOR DIRECTIVE.  The Code editor may
21designate section 135B.36, as enacted in this Act, as a new
22subchapter within chapter 135B, entitled “submission and
23posting of hospital policies”.
24EXPLANATION
25The inclusion of this explanation does not constitute agreement with
26the explanation’s substance by the members of the general assembly.
   27This bill requires a licensed hospital, no later than
28September 1, 2023, to submit to the department of inspections
29and appeals (DIA) its policies related to admission,
30nondiscrimination, and reproductive health care. DIA shall
31post a copy of the policies received on the department’s
32internet site. If a hospital makes changes or additions to
33any of the policies, the hospital shall submit a copy of
34the changed or added policy to DIA within 30 days after the
35hospital approves the change or addition. A hospital shall
