4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 260C.14, subsection 14, Code 2023, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  c.  Adopt rules to classify as a resident for
4purposes of tuition and mandatory fees any former crew member
5of any United States navy vessel named for the state of Iowa
6who was discharged from the navy under honorable conditions.
7   Sec. 2.  Section 262.9, subsection 17, Code 2023, is amended
8by adding the following new paragraph:
9   NEW PARAGRAPH.  c.  Adopt rules to classify as a resident for
10purposes of tuition and mandatory fees any former crew member
11of any United States navy vessel named for the state of Iowa
12who was discharged from the navy under honorable conditions.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill relates to the tuition and fees community colleges
17and state universities charge to former crew members of any
18United States navy vessel named for the state of Iowa.
   19The bill requires the boards of directors of each community
20college and the state board of regents to adopt rules to
21classify as residents for purposes of tuition and mandatory
22fees former crew members of any United States navy vessel named
23for the state of Iowa who were discharged from the navy under
24honorable conditions.
